The CEC under the leadership of Com.P.K.DAS has decided that a detailed memorandum to be submitted by all the General Secretaries of 16 Railways.
All General Secretaries, please go through the attached Memorandum and act fast. All GS to send this memo to President PM FM RM CRB MT MS as early as possible not later than 10.04.08, so that they may keep in mind our sentiments while discussing on CPC report in parliament on 15.4.2008. If you have any Access to the MPs you can submit it thro them also.

Respected Madam,
Sub: Submission of Memorandum regarding the recommendations of the 6th Central Pay Commission – Station Masters grievances – Reg
I, the undersigned, have been directed by the Central Executive Committee of the All India Station Masters’ Association, to file this Memorandum before your good office for your serious consideration on the recommendations submitted by the 6th Central Pay Commission to the Government of India on 24/03/2008.
A general impression has been created by the pay Commission and the Press that a hefty increase is awarded to the Central Government Employees by these recommendations. The claims of an increase of about 40 to 52 % in the total pay is highly misleading and will help only to turn the public hostile towards the government Employees. Actually great injustice has been done through the procrastinations in the name of egalitarian and euonymus treatments to all. We wish to point out only the serious anomalies here.
1. The treatment meted out to Group B, C and D Employees is vastly different from that of Group A employees. The commission had discussed the issue of the Class A employees in about 300 pages in their 1000 pages report, whereas they constitute just above the just 1% of the total employees. The same commission has discussed the issues of 14 lakh Railway employees (35% of the total) with 100s of categories in just 31 pages (3%) This it self shows the gross neglect shown towards the Railway men in general.
2. The Commission has awarded 260 to 300% increase in the basic pay for the Group A officers; it is just 40% for the other groups. The actual increase is around 21% because the Commission has recommended 40% increase as fitment only on the maximum basic pay of the erstwhile grade leaving out the DP 50% and the DA 24% on pay + DP as on 01.01.2006 for Group B/C/D employees. Whereas it is about 60% for Group A officers.
RAILWAYMEN IN GENERAL:
Vide Para 2.2.15 of the recommendations while rejecting the demand of Central Government Employees seeking PAY PARITY with PSUs contented that the contention cannot be accepted as salaries of staff in Public Sector enterprises are negotiated based on the profitability, which is not the case in Central Government Employees. Accepting the contention of the Chairman, 6th CPC, while rejecting the demands of Central Government Employees, the ground he holds is not applicable so for as the factor of profitability is concerned in Railways which has earned a profit of Rs 24,783 cr in 2007-08 despite the most efficient and cheapest services and a subsidy burden of about 6000 crores.
The Chairman, 6th CPC while deciding the pay structure for Railway men did not apply his mind and did not analyze the unique nature of services of Railway men connected with safety and punctuality. The Railway men move 15000 trains daily and transporting 600crorers passengers and 790 million tones freight per year, working round the clock in godforsaken areas. Even our Hon’ble. Railway Minister in his Budget speech narrated that “ …..On the path of progress, 14 lakh rail employees have worked shoulder to shoulder…”
Following are some examples brought to your benign notice that how the Railway men are deprived
- The disparity between the lowest paid employees to the highest paid Executive was 10.72 times in the 5th CPC. This has now increased to 12 times as per the learned commission. Actually it is coming to 16.22 since the lowest pay has been kept at Rs.5740 instead of Rs.6660 as proclaimed by the commission. This is against the very postulations of the commissions for a lateral structure with the equal treatment to the extent possible.
- The special allowances like Night Duty Allowances, National Holiday Allowances, Risk Allowance, Multifarious Duties etc. are due to the unique nature of duties of the Railway men and they are not discussed sufficiently and the blanket recommendation for the insurance cover in a mockery on their stressful duties.
- There is lot of blank and gray areas in the case of many other benefits where the decision is left to the concerned departments. The uniform allowance and washing allowance is granted only to a selected few categories and the commission has not decreed for a uniform treatment.
- The disparity in the matter of duty hours, working days per year, Holidays etc between the Field staff and the Secretarial staff is not at all studied and no attempt is made for a Uniform treatment.
- By introducing concepts like technology, investments etc the determination of bonus to the Railway men is left to the mechanization of Finance Ministry mandarins. Whereas the Railway men deserve a better bonus than the workers of any PSU / Private sector company on account of profitability alone leave aside other parameters..
STATION MASTERS IN PARTICULAR
1. The principles evolved in fixing the scale, the Commission did not properly apply it regard to Station Masters.
2. The Commission acknowledges the receipt of thousands of Memoranda and post cards from the individual Station Masters demanding minimum grade of Rs.6500-11500 and other grievances. But the Chairman of 6th CPC simply refuses to do away with the ignominious grade of Rs.4500 to Station Masters without discussing the merits of the demand. The Commission has not taken into consideration the higher education qualification, Medical standards, Psychological stamina, Training, Multifarious duties etc for fixing the pay of lowest grade of the Station Masters. They are simply equated with the Senior Clerks and other peripheral categories, forgetting that Station Masters are the representatives of the President of India at a Railway Station. There can be no justification in maintaining the lowest grade of 4500-7000 in the cadre of Station Masters. The supervisory nature is inherent in the duties of every Station Master and parity with Central Secretariat Assistants with 6500-10500 is the legitimate right of us. Hence, by up grading ASM pay duly merging with the PB-2 with grade pay Rs. 4200 will render due justice to this cadre.
3. The commission has totally messed up the figures of entry from the subordinate categories, interpolation in the intermediate grades and failed to explain the unwillingness of the feeder categories for promotions as Station Master since they find better pay package, other facilities and less responsibility in other promotional categories like Guard, Ticket Examiner etc. which compels the administration for maximum direct recruitment of ASMs. Hence the denial of granting initial basic of 6500 to ASMs for maintaining the relativity as perceived by the commission is not true to the ground reality, and the absurdity of interpolation in the middle grade with rank outsiders of same qualifications.
4. The Commission was eloquent about the public contact duties of many sundry, non-core categories for special treatments, whereas it simply over looked the case of Station Masters. Even a layman will think about the category of the Station Masters first when talking about Railways, but not the learned Commission.
5. The Commission has paid scant regard about the role over load and role conflict in the duties of Station Masters. Had they understood, they would have suggested a pure Supervisory In-Charge Station Masters for all stations who controls a minimum of 10 subordinates at any Station. Here the Commission forgets the Principle of equal treatments with other categories and Departments. So also it failed to recommend gazetted status with at least 25 % of the in-charge Station Masters as gazetted, which is generally available to any Government servant who enters the service with Graduation. Even when a Gazetted Inspector of Police is posted at many stations with the law and order duties alone; a Station Master with the overall responsibility of the station must invariably be a Gazetted Officer.
6. The commission has also failed to recommend the induction of the best field staff among the Railway men into the higher echelons despite their experience in multifarious duties. This not only affects the Station Masters but also the entire Railway system, which is the proclaimed aim of the commission.
7. In so for as Railways concerned each category like Station Masters, Loco Pilots and Guards who are directly connected with moving trains and who are accountable for safety and punctuality should have been given a special consideration. A small mistake committed by them may lead to not only loss of job but also even imprisonment upto 10 years, as we have seen in the case of Gaizal, Mukarian, Samalya etc. while the real culprits escaped Scot-free.
In general the commission has equated the unequal as equals and created an ultra elite class and disregarded the real Railway men on the field who are next only to the Military men. So we request your good office to take up the unique case of Railway men in general and STATION MASTERS in particular to the notice of the Screening Committee, which is to finalise the recommendations of the 6th Pay Commission.
