PROCEEDINGS OF THE CENTRAL COUNCIL MEETING HELD AT NAGPUR ON 22-04-2011

The meeting commenced at 11.00 hours after observing two minutes silence as a mark of respect to those who lost their lives in the recent natural calamity in Japan. Com Raguvanshi of NGP welcomed the gathering. 

Com R.S.K.Sharma, the Central President presided over the meeting. In his presidential address he reiterated, in brief, on the importance of present meeting and then called upon the members to shun lethargy in the coming days and warned the members to be in readiness for a major struggle. Then he called for the reports of the General Secretaries. The GS/SZ presented the written report and GSs SECR, WCR and WR presented their oral reports. CR,NCR and SCR briefed about the activities of their respective Railways. Then the President called upon the Secretary –General to place his report before the house.

The Secretary –General placed his written report from the last CEC of JU and laid special emphasis on the present position about ‘Minimum Grade Pay of Rs 4200’. Apart from his written report, SG has reminded the house about the situations which were prevailing in the year 1997,1999 and 2000 and hence cautioned the members to watch the developments and to keep the cadre in readiness for a STRIKE, when the iron is hot,  if no order has been  passed on ‘Minimum Grade Pay of Rs 4200’ in the near future. He requested the leaders at all levels to work with dedication and with more vigour and enthusiasm till our demands are achieved.

Then the CSF presented the unaudited oral report of ‘Statement of Accounts’. He explained to the members that the accounts for the years 2009 and 2010 are sent for audit and assured the that an audited report will be placed in the next CEC, without fail. The CSF complemented Com. S.Kalyanaram for his sincere dedicated methodology in publishing the Masters Diary 2011 without any financial hitch and added sufficient surplus to the Central corpus.

Com S.Kalyanaram Chairman/Publication Division presented the Diary Accounts for the year 2011 and also details the  Diary amount due of  the years 2009 &2010.

It was after the lunch break that the President called for the discussion on SG & CSF reports. In the hour of discussion the members criticized and suggested ways and means to improve the functioning of organization, as well. After discussion the report of SG was passed.  After the General Secretaries and individuals airing their views  on the next course of action, the following decisions were arrived at:

26.06.2011:

 

·         Membership Drive for the Year 2011 to be completed

·         Signature Drive from individual SMs for direct action. ( Draft letter will be sent to GSs/DSs by CEC)

 21.07.2011:

 

§  A  Divisional level 24 hours Hunger Fast before all Divisional Headquarters with the submission of memorandum to DRM on their Divisional Demands duly incorporating the  CEC’s decision of Direct Action. And all the duty SMs to wear Badges and observe fast in support of the Fasting comrades.

§  Submission of Memorandum to the Hon’ble Prime Minister of India by all General Secretaries and Divisional Secretaries and the Memorandum will be sent to GSs by CEC

08.09.2011:  DIRECT ACTION.

To conduct next CEC Meeting at Chennai in the last week of July-2011 to take a decision on mode of action and issuing of Strike Notice. (GS/SR to arrange accommodation for meeting as well as for stay for minimum of 200 members)

All Zones to remit Rs 5000 as CENTRAL ACTION QUOTA to CSF on or before 31/05/2011. All DSFs are requested to remit Rs.2500/- the 2/3 –Delhi Action Quota immediately.

During the discussion, the position of the organization was the main agenda and the members aired many opinions and SG in his narration announced that a team lead by Central Office Bearers (One COB for each Railway) will be the Central Observer and he will be In-Charge for the Direct Action of 8th Sept.2011. He will be monitoring the preparations and if necessary he will tour over their Jurisdiction from the month of June, 2011 as follows:

v  The respective General Secretaries are to contact the Central Observers and provide all information and assistance.

v  The above schedule is given for strict compliance and COB,ZOB,DOB and Activists to involve with whole-hearted commitment to ensure that all the 16 Zones and the 64 Divisions  are fully geared up for the direct action.

 The House resolved to resize The Central Demands for effective progression through the DIRECT ACTION as:

         i.            Vacation of Victimization

       ii.            Minimum Grade Pay of Rs 4600 for SMs

      iii.            Safety Allowance  @ 30%

     iv.            Payment of Uniform and Washing Allowances and

       v.            Implementation of ‘J’ type roster and Uniform Transfer Policy
