My Dear Comrades,
No one can predict or control the Future. However, the more clear your imagination is- the more fruitful the Happenings would be. Plan for it, And Do something today to help it happen.
Yes! I mean the Indefinite Fast to be commenced from 2nd March 2011 in front of the Indian Parliament during the Budget Session for our 10 point charter of demands as well the ‘On&Off’ Duty Fast from 4th March 2010.
Your attention is invited to the ‘Departmental Anomaly Committee’ of the Ministry of Railways, vide their Lr No: PC VI/2009/DAC/1 (Pt 2) dt: 03-06-2010, in which the Railways has sent a proposal in favour of STATION MASTERS vide, DAC Item No.4 STATION MASTERS - “that the posts Station Masters category in GP Rs.2800 should be upgraded and merged with GP Rs.4200 for you to consider”.
A noticeable factor is that the Finance Ministry has sent back the file to Railways in October 2010 but further action on the file by the Ministry of Railways is not clear.
What is necessary at this juncture is the creation of enough collective pressure on the Administration so that the process is accelerated and directed in our favour. The pressure, in my opinion, must be judicial as well as effective. It is in this view, that the Central Executive Committee which met at Jodhpur on 30-01-2011 decided to hold an On & Off Duty Fast from 06.00 Hrs of 04-03-11 along with our proposed Indefinite Fast from 2nd March 2011. Holding of a Hunger Fast in the path of our great Leaders like Gandhiji and Sivan Pillai, at this juncture, will be nothing but a demonstration of our feelings and the exposure of our strong and collective determination in the issues involved.
Comrades, What you do at Divisions are more important than what we are going to do at Delhi in achieving our demands. If you fail, we will altogether fall short.
Don’t be encumbered by History; just come out and do something wonderful. Never Give Up; Look Ahead; Stay Positive and Do all that you can and Create HISTORY.
Fine, I am really glad to state that the Association has grown manifold; You have been recognized even by the Hub of Railways, the Railway Board. HOW? The Railway Board vide it’s Lr No: E(LR)II/2010/ST1-10 dated 09.12.2010, have apprised all General Managers for appropriate action on our Action Programme. In this regard, We have already apprised the Chairman and others about unfair labour practice.
The International Labour Organisation says that back-to-work orders, requisitioning orders ,as that of the letter of Railway Board, or the hiring of workers to break a strike is a “serious violation of trade union rights”.
As per the Constitution of India, PART III, in FUNDAMENTAL RIGHTS Article-19, the Protection of certain rights regarding Freedom of Speech and Expression, Freedom of Assembly, Freedom of Movement etc. and under (1)(c) i.e. to form Associations or Unions are accorded.
Our Association came into existence in the year 1953 and has been registered under the Indian Trade Union Act, 1926; with the Registration No: NDD/09 and we are duly complying with all the procedures and formalities such as submission of Membership List, Audited Statement of Accounts etc., from time to time. As such ours is a duly registered Trade Union under the Trade Unions Act and are free to settle to our disputes and demands through the legitimate Trade Union Actions.
We the Masters! We know our Rights, Privileges, Procedures and our limitations, as well, such as availing of Leave, Traveling authorities etc.. Though We have decided to stage a peaceful agitation on the path of the Father of our Nation, Gandhiji, I presume that the present Railway Administration is instigating us to plunge into a Direct Action. We are PREPARED.
Any tactics gimmicked by the administration under the guise THREAT, WE AISMANs, the dare devils, are prepared to meet head-on. As we have said elsewhere we even know to contemplate Bheda and Danda.
We know, Fear is one of our most powerful inner enemies. It is a force that can sabotage our Happiness. Fear is like an emotional roommate that lives with us day and night. It talks to us and manipulates us into side stepping anything uncomfortable. It speaks to us by saying, ”You can’t do that..” or “What will Officers think of you…….” As fear speaks more, it eats away at our confidence and our self esteem. It convinces us not to move, not to reach out, not to try, not to believe and not to act. It seals the dreams of our life right from under us. Damn, It is better to part with its insane breath.
Fine, How does fear do this? It keeps us struck in what’s not working. It prevents us from growing. It creates separation between us and other people. It talks us out of our dreams. It keeps us stagnant, frozen, unable to become all we were meant to be.
We learned the art of swimming against the current. We are familiar in facing the Challenges. We are the seasoned and matured lot. May the Strength and Sprit within us lead us all.
May our devoted journey enable the Hub to understand that the voice of the world - Sama, Dana, Bheda and Danda - which is not only for the political methodologists but also for Trade Unionists; Well understood by the Masters. We will contemplate all the four, judiciously.
We know the position of Railways is in Red; This great organization’s financial position is in a mess - as something beyond control - because of the wrong principles and selfish political moves/motives of certain powers that be. Still, We assure, we can only assure our best in rewriting the methodologies and financial improvements; but for that, the legitimate and essential needs of the Masters can’t be postponed. We still assure, We will and can work for the betterment to keep our organizations financial stability, if we are permitted.
Masters! March to New Delhi from 2nd march 2011 onwards. Let the Bureaucrats in the Hub realize that we are preparing for the mother of all battles in Indian Railways.
