Copy of the letter sent by e-mail to DRM, Sr.DCM, Sr.DOM, etc., on the issue of ‘collection of parking fee’ by SMs at stations.

Ref: Sr.DCM/PGT circular No. J/C 300/P/Vol.VI dated 01.4.2009

This has reference to the letter cited issued by Sr.DCM to all SMRs/SMs of PGT division. When most of the circulars issued by Sr.DCM are addressed to the supervisory officials of commercial branch it is not known why this one [and similar ambiguous and vague ones] are addressed to the SMRs/SMs, that too without the knowledge or approval of Sr.DOM. Further, the same has no reference of any HQ or RB letter which means the contents of the letter are self made by the Sr.DCM’s office.

By this circular, Sr.DCM says that there are identified places where the parking of vehicles is permitted. This itself is mostly not properly notified to the SMRs/SMs/station staff. Further, there are also other places of parking where the parking contractor is not authorized to collect the fees. This may be any place other than the so-called ‘identified place’ and it is here that he wants the SMR/SMs to go behind the parking vehicles and collect the prescribed fee. The means and method of doing this task is not specified. No responsibility is given to his own [commercial] staff but that is vested upon the SMR/SMs [who according to him, may be simply loitering at the station without any specific job]. What an irony?!

The circular speaks about colleting the ‘monthly’ fee from taxis and autrorikshaws only. Then what about the other vehicles that park for a few hours or a day only at such places? Is it not the responsibility of the Sr.DCM to say about this? If the fee for such cases is also mentioned, the SMR/SMs can wander frequently around the station premises and collect that amount also and increase the misc revenue and earn another efficiency award for the commercial dept. of this division! Hope our Sr.DCM will arrange to post additional SMR/SMs round the clock at such stations since the in charge SMR/SMs will not be able to execute the instructions at present amidst their other multifarious duties. Or else, let the Sr.DCM make his own arrangements [like engaging private parties] for this purpose also.

All are much interested in adding additional duties / burdens / responsibilities upon SMR/SMs – no matter to which department they belong or what authority they have to do such things. Please do not be under the weird impression that the SMR/SMs are there to do anything thrust upon them by any one.
