REGARDING EXCHANGE OF DUTIES / ADJUSTMENTS
The spree among certain officers to find fault with staff especially SMs in the matter of duty ‘unauthorised’ exchanging or adjustments is on the higher side these days. Any deviation from the so called ‘approved roster’ is reported and taken up without any reasoning or application of mind. It is to be noted here that the system of self-contained RG/LR itself is thrusting violation of approved roster at all stations in this division. Together with this is the misuse of SMs at various places [including at the control office where there is full compliment of controllers as per required strength], the deputations to ex-cadre posts, SNPs and the like. The authorities are conveniently forgetting that they are allowing leave only on certain specified days in a week when the RG/LR SM is ‘spare’. Availing three days leave by all on the given three days itself is not possible without adjusting duties or violation of roster. It is because of this, our former COM in his inspection notes instructed to review this system and evolve a system to arrange proper and timely relief for leave and other purposes at way side stations. This is also not given due importance by our higher ups. The only thing they want is to avoid asking relief – manage yourself with the available hands. With all these limitations, the SMs at most of the stations are managing their affairs. And when we do this, then comes the inspection reports and charge memo and the like for the ‘heinous crime’ of adjusting duties.
But friends, please go through GR 2.08 (1) – The rule is very clear and favourable to us. You need not worry when adjusting duties as the rule is clear in this matter:
GR 2.08. Absence from duty -
(1) No railway servant shall, without the permission of his superior, absent himself from duty or alter his appointed hours of attendance or exchange duty with any other railway servant or leave his charge of duty unless properly relieved.
What is required as per Rule is only the permission of the superior for such matters. So don’t get misguided by anyone that duty adjustments are forbidden or only Sr. DOM or DRM has got the powers to make any relaxations.
