MEMORANDUM SUBMITTED TO DRM / ADRM ON 28.5.2009

Dear Sir,

We herewith submit the following important current issues pertaining to the category of SMs of this division for your information and appropriate action please:

1. Seniority of newly appointed Traffic Apprentices:–

As per 6th Pay Commission w.e.f. 1. 1.2006 since the grades of SM II & SM III are merged in to the single grade pay of 4200, there is no justification in placing the new 6 TAs above the existing SMs in grade III. Hence these 6 TAs finding place in the seniority list of SM II as item nos. 121 to 126 shall be placed in the seniority list of SM III as per their date of entry in the grade pay 4200.

2. Violation of Transfer policy:–

In the recently released periodical transfer orders and subsequent orders, it is found that the existing transfer policy is violated by overlooking registration priority in case of SMR/TIs and by violating pinpointing at CLMD.

3. Arbitrary cancellation of Transfer Orders:-

The cancellation of transfer orders of Shri. Rajagopalan Mariyil and Shri. C.V. Mathews is unjustifiable and they shall be accommodated at stations as per the original order.

4. Identifying Inconvenient Stations and grant of Transfer Privileges:-

As prevailing in other divisions like MDU & TPJ inconvenient stations of PGT divn shall be notified. We suggest the following most inconvenient stations of PGT divn.—Padil, NTVT, MJS, PUM, KRKD, MNUR, MNY, KTKU, CLMD apart from already notified stations of MG section- MMDA, MXM & CNV.

In this connection it is also urged that Shri Muniram Meena, ASM transferred from MMDA to NTVT shall be paid all transfer privileges.

5. Personnel courier:–

Various Circulars and Pay-slips issued from Personnel dept. to stations are not reaching or getting badly delayed. We suggest to arrange Personnel couriers to distribute these and to collect returns/statements from stations as in the case of commercial dept.

6. Promotions and Filling up of Vacancies:–

Lot of vacancies in higher grades are not filled up. ASMs and SMs [in GP 4200] are working more than 12-14 years in the same grade while vacancies are cumulated in higher grades. These shall be filled up at the earliest.

7. Officiating Allowance & NDA arrears:–

Officiating allowance is not granted to Shri. Ajith Prasad, SM/NTVT & Shri K.V. Vijayakumar, SM/FK even though it was represented many times including in the PNM meeting. The same shall be paid without further delay.

8. Renovation of SM’s rooms and provision of good furniture:–

In contrast to the modification and modernization of station buildings & platforms, SM rooms are still in a pathetic condition with broken floorings and side walls’ leakages of roofs etc. In many stations furniture are in damaged condition. This cuts a sorry figure in front of the traveling public. It is requested that steps may be taken to renovate the SM/SMR’s rooms at stations where it is in such bad condition and adequate furniture shall b provided.

9. SM rest room and drinking water provision at NTVT ‘A’ cabin:–

It is a pity that despite the long pending demand, there is no rest room provided for SMs at NTVT-A, the most inconvenient work spot of PGT divn. We had represented this matter many times and Sr.DEN has agreed and even work order was given. But still there is no move to execute the work. The work shall be expedited and completed in view of the monsoon season.

10. Provision of rest rooms and staff vehicle parking facility at all stations:-

The non availability of rest rooms at way side stations causes much inconvenience to the LR SMs working at such stations. Action may be taken to provide a rest room at all stations for the LR staff to take rest in between shift duties. There is no separate facility for the staff to park their vehicles at almost all stations. It is urged that this facility shall be provided at all stations in a phased manner.

11. Utilizing SNP office staff for operation of UTS at stations:-

It is urged that the hundreds of ministerial staff rendered surplus on formation of SA division, in this division shall be redeployed at stations where UTS is installed without provision of commercial clerks, for effective utilization of the UTS and better service to public.

12. Manning of information centers at stations:-

It is found that the TEs who were manning the information centers at stations are withdrawn and posted to work trains, without alternate arrangements to man the information centers. Arbitrary closing of information centers invites lot of public complaints and the SMs are the main sufferers. Action may be taken for the reopening of all such information centres with adequate staff for round the clock manning.

13. Checks by sales tax officials at stations:-

The frequent checks by the sales tax officials at stations causes many problems at many stations. The Rly. Shall issue clear guidelines in this regard as to whether the staff shall abide by the Rly. Board’s instructions in this matter [issued by Sr.DCM vide letter dated 25.3.2009] which is based on the judgment of the Hon’ble Supreme Court or to follow the orders of the Hon’ble High Court of Kerala issued subsequently [WA 1715/2005 dated 20.01.2006].

14. Supply of uniforms to all eligible staff and insisting on wearing the same:

It is seen that a lot of categories of staff are either not supplied with the prescribed uniform or they do not wear the supplied uniforms. The mind set of all officers is that the SMs alone are to wear uniforms, whether supplied or not. Identifying staff – especially those who are connected with train movements / maintenance – is very difficult due to this. Hence it is urged that all categories of staff shall supplied with the prescribed uniform, as per Rly. Board’s instructions and insisted on wearing the same on duty.

15. All payments to be credited in salary account:-

It is urged that all payments to staff [including advances, PLB, arrears, etc] shall be credited to the salary account of the employee unless it is requested specifically in writing for cash payment. This is in accordance with the instructions issued by Rly. Board in this regard and hence shall be complied with so as to eliminate the difficulties of way side station staff for obtaining the payments and also avoid unpaid bills.
