WHEN THE DEFUNCT RULES ITS TUGHLUQ REGIME!
Dear Comrades,
The ruler of Tughluq dynasty Mohammed Tughluq has a place in the history –but on the wrong side as every one of us know!
After wonderful and ever memorable officers like Mr.Sunil Kumar, Mr.Prashanth Kumar and Mr.Sajeesh Kumar as DOMs, now the SMs of SBC Division are stuck with the MAN ON THE WRONG SIDE! After almost a few decades if our Pamphlet is getting back to our original style, the credit goes to our present Sr.DOM, Mr.(WH)Y-(E)N-BABU?
Let us look at the issue of Com.M.S.Ramachandran, SM/BYPL. He is a man with 34 years of service at his back and retiring on 30.11.2010-exactly 5 months away from retirement. The man on the wrong side has not only wrongly transferred him contrary to RB guidelines are clear that a man with two years of service left over shall not be transferred, BUT ALSO THREATENED THE SM TO CARRY OUT THE TRANSFER IMMEDIATLEY when the poor man approached him to allow him to continue at BYPL for another five months – with a rider that if he carries out the transfer immediately he will be brought back! Indeed a great HR?
The history-repeats-PUNCH-LINE-LIES-HERE :The great Moghul emperor shifted his capital with government machinery from Delhi to Devagiri to beat the heat.That was fine. But the Tughluq also ordered all his citizen with their domestic animals to replant at the new capital. The rest is known to you-many old women & men, children, cows&goats died enroute to the new capital. In the present story if Com.Shaptharishi, SM/WFD calls it a day (due to his wife’s ill health) it is because of the transfer to TCL by our emperor.AISMA never hesitates to call a spade a spade-TUGHLUQ REGIME IS BACK WITH A BANG !
Look at the misery of Com.PrithvirajMeena. This gentle man joined WFD only during August 2009 (01.08.2009) from PCV and the wrong man transferred him to BSN when he has not even completed eight months at WFD. When our Tughluq is magnanimous (?) enough to grant Transfer Grants at the cost of exchequer(ha, ha) the house owner of Mr.Meena is refusing the refund the ADVANCE PAID BY OUR FRIEND AT WFD as Mr.Meena has not even completed ONE YEAR in his new domain.
Don’t be in a hurry to believe the story is over!
Here comes another poor Meena(SM/I/BYPL)who was lucky enough to get two seats for his two daughters in the KendriyaVidhyala in the Railway Colony at Bangalore. This gentle man also joined BYPL only during August 2009 (01.08.2009) and thus he has not completed even seven months at BYPL. Now he is under transfer to BSM. Can Tughluq answer the fate of these two small kids of Com.A.K.Meena as they cannot get Hindi as medium of language any where else? The same is the misery with Com.N.Malayadri who recently admitted his son in the KendriyaVidyalay at TK. This gentleman slogged at the most inconvenient station at DBL for 04 years (from 2005 to 2009)and joined TK during April 2009 and admitted his son in the KV/TK. But now he is transferred to GHL.
The list is long like the whims of Tughluq the emperor. Anyhow AISMA has submitted the representations received from the most affected SMs. We had put on holds our proposed agitations with good faith and waited for Sr.DOMsarrival from Baroda Training on the advise of DRM. It is painful to note with regrets that DRM also has not solved this crucial problem of the Station Masters despite our representation.
Leave is another field where the Sr.DOM has messed up despite simple procedure in vogue prior to his taking over-he has complicated the simple procedure wherein the TI OT CELL was exclusively in charge of grant of leave and arranging relief. Now the Senior has unnecessarily implicated the TI of the section in leave sanctioning and complicated more the simple issue. Mr.Thuglak! How you can demand the TIs’forwarding even for paternity leave where the TIs have no role to play? To get the forwarding of section TI itself, the SMs need one day leave to locate them-especially TIs like Mr.Ramanjaneyalu, TI/HUP and Mr.V.Ramesh,TI/YPR who DO NOT ANSWER EVEN WHEN CALLED IN THEIR SUPPLIED CUG mobiles.
It’s a simple fact-a man from Patna needs atleast 12 days leave to go home and come back. It was agreed to by all your predecessors and the SMs from Bihar, Orissa, UP, Jarkhand and West Bengal were granted adequate leave earlier. Now you are sanctioning only 5 or 6 days whereas the journey to reach their home town and return itself takes more than 6 days. How do you justify your fanatical decisions, Mr.Tughluq? How can you fail to utilize the services of seven Traffic Apprentices who have valid BCC, Panel certificate and already worked as SMs in various stations in this Division. We are at compulsions to recall how Shri.N.Ramesh brushed aside the objections of DPO in the matters of transfers and promotions of SMs. If you were to have been prudent and capable of quashing the objections of DPO, with 07 Apprentice SMs you could have met the leave requirements of atleast 21 SMs in a month. The great pity is the seven Traffic Apprentice SMs and their service was at your disposal from 21.4.2010. Are you going to wake up and stop the man day lost or you will allow the dubious Dube to have the last laugh?No wonderthe TI/OT/Cell post has become dormant as no leave sanctioning is done nor IT is arranged. The million dollar question is–HOW DO YOU RECOMMEND COM AWARD FOR THE DEAD OT CELL during Annual Railway Week celebrations?
Mr.Maoist, when will you utilize your powers to take care of the well fare of SMs even as you harass and strangulate them? When the other branch officers have ensured the MACP promotions of their staff, why are you sleeping over the issue?
AISMA demands immediate transfer of Mr.Tughluq; stay of the transfer of the SMs against which a memorandum has already been submitted; restoring the prior procedure of leave sanctioning including 3 days leave sanctioning powers to SMs and delinking section TIs role in leave sanctioning.
In pursuance of the above AISMA is holding a DEMOSTRATION at SBC in front of DRM’S office on 09.06.2010 at 1100 hours.
All SMs are requested to participate in the demonstration.
