PROCEEDINGS OF THE 39th ANNUAL GENERAL BODY MEETING
HELD AT MADURAI ON 17/02/2009
The meeting commenced with a good gathering and the attendance was not less than any previous years. Com. M. Ramani, our Ex-SG and the historical hero of our Nation wide strike graced the meeting by his presence. The dais was adorned by our retired veteran Comrades Sabapathy, Paraman, Malaiyappan, Palaniyandi, Sethuraman and O.R. Chandrasekaran. The strength of mass present in the meeting revealed the commitment of the members towards this organization because many SMs from our division and the office bearers of other divisions & Zone could not participate in this GB as they had been to New Delhi to take part in the Central programme of Dharna. Com. M. Sankaranarayanan, DP presided over the meeting. After the silent prayer, DP in his presidential address briefed the happenings and activities of our Association in the divisional level. Throwing some light on the previous pay commissions, Control phone boycott by us, pay restructuring, uniform boycott and the historical strike by Station Masters of the entire Railways on 11/08/1997, he explained how the cadre of Station Masters was neglected every time and recently in the VI CPC it has once again been proved that our cadre will not be taken care of by any of the Pay Commissions unless we stand united. Only after feeling the pinch of the VI CPC, the ASMs are coming up to the organization. In the conclusion of his address, DP informed the House that his executive never hesitated to rise up to any occasion and the recent transfer of 6 SMs from PGT to MDU division became possible by the Demonstration conducted by us on 03/02/2009. Expressing his heartfelt thanks to all those who worked for this, he invited Com. M. RAMANI, to inaugurate the 39th AGM of our Division.
Com. M. Ramani stated that he felt that it is a pride to stand on the dais as the Chief Guest to inaugurate the GB of MDU division. He gave an elaborate speech on various steps taken by the various executives of this organization then and there, in the previous years. Detailing his previous experiences as SG of this mighty organization, he explained that the matter of lullness prevailing, is not a new thing and this happens after every pay commission or pay restructuring. The discrimination started right from the III Pay Commission and till date it continues, he added. Then he explained in detail about the various steps taken by us in the central level to study the various disparities and to coin our demands scientifically. The demand of Additional SMs was placed only after studying various accidents and their causes. The 1996 accident was the eye opener for the concept of additional SMs and the Firozabad accident made us to place this demand. The multiple responsibilities forced on the shoulders of the Station Masters due to various factors like elimination of cabin men and introduction of centralized panel etc., form the root cause for this, he informed. Even our just demand of posting of additional SMs has not been implemented even though it has been accepted by the administration in true spirit. He requested all those present in the House to feel the necessity, take up suitable steps by way any agitation to achieve the demands. “At least as a first step, the SMs must make up their mind to pressurize the administration to post two SMs in the double line section of DG-KON section”, he added. Wishing the cadre to have success in their endeavor, Com. Ramani declared the GB session to commence.
DP then called the DS & DSF to place their reports. Threadbare discussions were held on both the reports. After getting convincing reply to the queries raised by the members both the reports were passed unanimously by the House.
Then the election of new office bearers was conducted by Comrades M. Ramani, Malaiyappan and O.R. Chandrasekaran. The following have been elected by the House as the new executives.

Com. S. PONNUKUMARAN, SM/SER (Mobile No. 94433 19880 & Email ID: ponnuaisma@yahoo.co.in) was unanimously nominated by the house as the Divisional Organising Secretary.
After the election, the new executive took over the charge and conducted further proceedings. Com. B. ANAND, the new DP expressed his thanks to the house for the confidence shown by the members by electing him as the DP and assured to give his best performance as the head of the new executive and invited the DS to say a few words. Com. P. RAJA RAJESWARAN, the new DS briefed the ideas and future plans he is having to execute the various tasks before us and requested the members to co-operate with the new executive to streamline the functioning of the organization to have a better result for the efforts we are putting in.
Invitees were then called by the DP to address the house.
Highlights of the speech by the invitees:
Com. M. Ramani congratulated the new executive and explained the practical difficulties in totally switching over to the use of the modern technology like cell phone, Computer, E-mail etc., for maintaining communication even though these devices can prove themselves as more effective. He placed his personal advice to implement this new change ‘in phases’ till all of us get acquainted to the use of these modern technologies.
Com. Sundaresan SM/AYV suggested that we should give immediate special attention towards creating a reserve fund of one lakh for the division. He welcomed the idea of purchasing a brand new computer to the division and as a first step to materialize this idea he donated an amount of Rs. 500/- as his contribution.
Com. O.R. Chandrasekaran, Retired SM and honourary member declared that he would like to contribute Rs. 1000/- towards the fund of Computer and he will send the amount to our DSF.
The meeting concluded at 1700 hours with vote of thanks by Com. S. Balasubramanian, the new JDS.
This House approves:
1. The resolution passed in the AGM of Tirunelveli branch requesting to include ‘Kadambur Station’ (KDU) in the organizational jurisdiction of Virudhunagar Branch for effective functioning.
2. The decision of “present executive of PLNI branch to continue” for the year 2009-2010.
The following resolutions were unanimously passed by the House:
This House urges the Divisional Administration,
1. To release the periodical transfer orders by the first week of March 2009, without changing the existing pinpointing and registrations.
2. To expedite the posting of additional SMs in those stations with centralized panel control and where the line capacity exceeds 85%. As an immediate and first step, to post additional SMs in DG-KON section where double line working is now in force.
3. To promote the ASMs who stand eligible for promotion even well before the release of VI CPC recommendations.
4. To consider the redeployment of SMs of TYT-TSI & SCT-PUU sections for the nearest vacancies, stations or TI jurisdictions on the basis of seniority.
5. To post Platform SMs in SCT and TSI stations.
