Proceedings of the 43rd CBGM held at Patna on 19th & 20th October 2008
The 43rd CBGM commenced with Flag Hoisting by Com. U.S. SINGH Ex-President at 09.30 hrs on 19/10/2008 followed by welcome speech by Com. B.N. Choudhary, Chairman Reception Committee. He detailed 2 days programme and introduced Com. U.S.SINGH to the august gathering duly mentioning his participation in all the past struggles of our Association since 1970s, his leadership qualities and sacrificial mind set. In his inaugural address Com. U.S. Singh traced the history of this Association, its struggles, sacrifices of our erstwhile leaders and stressed the need for unity among Station Masters to achieve long pending demands and declared open the 43rd CBGM.
The Presidential address was delivered by Com. R.S.K. Sharma. He detailed the activities of the Association and steps taken to place a separate memorandum to the VI CPC. He concluded his speech with emphasis on Unity of Station Masters.
Chairman/Reception Committee Com. B.N. Choudhary introduced special invitee Hon’ble Shri. Ram Kripal Yadav, MP/PATNA to the house and highlighted the injustice meted out to SMs and other important demands for the benefit of the gathering and to MP. MP in his address praised the important role of SMs in improving the image and earnings of the Railways. He assured the house, that he shall place the demands of SMs before Hon’ble MR.
Com. P.K. DAS, SG explained our demands to Hon’ble MP and spoke at length on the pending issues, need to place SMs above all the departmental heads at stations for efficient and smooth functioning. Further he cited the let-down sentiments of Station Masters and said this may culminate into a strike if demands are not met immediately.
The meeting was adjourned for lunch.
After the lunch, Com. P.K. DAS, SG tabled his written report. The report covered all the activities of AISMA during his tenure, Memorandum presented before the VI CPC, post card campaign and the oral evidence before the CPC.
Thereafter the Secretary Finance Com. Shamanand Sagar tabled his report, mentioning the record membership during the tenure. But he expressed his unhappiness over poor remittance of the Central and Zonal quota. He also appealed to achieve maximum member ship for financial strength of AISMA. After presenting both the reports, the first day’s proceeding came to an end.
In the evening, a very interesting cultural programme was presented by AMRAPALI KALA MANCH, HAJIPUR.
The Second day session commenced at 10.00 hrs on 20/10/2008 and immediately both SG and CSF reports were taken up for discussion. The President asked the members to participate in the discussion with zeal, bring out anomalies in the report and come out with suggestions to improve the functioning of the Association.
Members participated with much vigor and enthusiastic deliberation took place. Though many appreciated the commendable improvements in the cadre and the work done by the CEC, criticism for the shortcomings, nevertheless blasted the stage.
For all the comments and queries SG and CSF put forward detailed reply elaborately and convincingly. With the supplementary questions and rejoin, both the reports were passed.
Next agenda of election of office-bearers was conducted by Com. U.S. Singh as the Election Officer and Com. M. Ramani as the Returning Officer. With their experience and maturity they conducted the proceedings successfully and the following are the newly elected office bearers for the tenure 2008-10 with equal distribution from all 16 Railways:-

Com. VIMAL SINGH HARIT was nominated as Liaison Secretary and SG opted Com. R. BALASUBRAMAIAN, SM/VM (the present GS/SR) as his COS. For NWR and NFR Zones, the representatives will be co-opted in the next CECM.
The team took over charge and the Central President expressed his desire and explained the agenda of the new team in brief. The newly elected Secretary General explained the need for the united struggle and his vision to achieve the demands as well narrated the importance of organizing the Association from Branch level. He assured his best for the betterment of the cadre and the organization.
The CSF explained the position of Finance of Centre and called upon the members available to rise up to the occasion to fill the coffers of the Centre. He has also driven home his suggestion of collecting Rs. 500/- (Rupees Five Hundred only) per member to the tune of Rs.10 crores as a special drive and he has also suggested that this drive to be completed before December-2008. During the discussion on the above matter, the Divisions and Zones have aired their suggestions to collect the sum and also sought for a share in the collection. After detailed deliberations the following are the decisions taken in regard to raising of FUNDS:
- No separate coupon books will be printed; only the Central Receipt books should be used.
- The collection process will have to be completed before December 2008 certain.
- Earnest efforts to be taken by the Zones and Divisions to achieve the target.
- The entire amount collected to be remitted to the CSF and no share is permitted to Zones and Divisions.
Also, the House took the following important decisions:
TO ENHANCE THE MEMBERSHIP SUBSCRIPTION TO Rs. 120/- (Rupees One Hundred and Twenty only) from the year 2009 and % DISTRIBUTION AS FOLLOWS:
CENTRE - 45% = Rs. 54
ZONE - 15% = Rs. 18
DIVISION - 30% = Rs. 36
BRANCH - 10% = Rs. 12
TOTAL - 100% = Rs.120The House nominated Com. U.S. Singh our Ex. Central President and Com. R.S.K. Sharma our Ex. Central President to represent AISMA in AIREC as our representatives.
The following resolutions were unanimously passed:
1. This house authorizes the CEC to take any direct action including stopping of trains to ensure that the prime demands of Station Masters are achieved.
2. With a view to widen the scope of Multi-Skilling, the recruitment of Pro ASMs and Traffic Apprentices separately may be stopped forthwith as both require the minimum qualification of Graduation. All future recruitments shall be done as TAs in PB2 with Grade Pay of Rs 4200 and after training; they may be posted as recruitment /option of the candidates as Guards, SMs or Controllers. The post of ASM shall be dispensed forthwith or restricted to departmental promotes, to a bare minimum number/percentage and posted to assist SMs at major Stations/Yards/Cabins or as Additional SMs wherever required. The promotion post of SMs shall have GP of Rs 4600, Rs 4800 and Rs 5400. Minimum 10% of the post of SMs shall be upgraded as SMR/Sr SMR (Both Gazetted), with avenue of promotion only from serving incumbents of the SMs cadre.
3. The House demands to implement separate Pay Structure for Railways without clubbing/comparing with ordinary clerical cadre, taking in to account the nature of duties and responsibilities of the field staff and the financial position of the Railways. The Open Line Staff who are directly connected with the running of trains shall be given a better deal than the Ministerial Staff and similarly placed staff.
4. The House Demands the Government of India to set up ‘High Level Ministerial Committee’ to redress the grievances of Station Masters relating to revised pay scales and other anomalies in the same way as the Centre has constituted for three Armed forces.
5. This House condemns the “New Pension Scheme” which is against the interest of working class and demands the Government of India to withdraw the same.
6. This House demands to abolish “EI” roster without any reservation throughout Indian Railways and further demands uniform implementation of 40 working hours in a week for “Continuous” classification on par with administrative staff and 30 hours for “Intensive” classification. This House also demands to introduce “Hyper –intensive classification” for the works spot where there is no period of inaction.
7. This House demands the Railway Administration to post Additional SMs at all RRI/SSI/Central Panel stations wherever required as per Railway Board order No: 2002/Sig/PI/I dated 09.04.02 throughout the Indian Railways without diluting the spirit of the orders.
8. This House urges the Administration to declare all in-charge SMs as “SUPERVISORY” throughout the Indian Railways.
9. This House demands the Administration to do away with yard stick for posting of Commercial Clerks at all way side stations duly considering the operating exigencies and allow the SMs to concentrate on the safety of the Travelling Public.
10. This House urges to fill up all vacancies immediately and operate vacancies in only in the lower grade till such time the vacancies are filled up and to promote all eligible SMs to higher grades from the date of vacancies.
11. This House demands the Railway Administration to provide “Washing Allowance” to all Railway employees who have been supplied with uniform as per DOPT OM No: F. No: 14/3/2008 dated 11/09/08 and further urges the Administration to grant Uniform Allowance to SMs on par with Nursing Staff.
12. This House demands to keep away SMs from announcement work so as to allow them to concentrate on safety duties.
13. This House condemns the Railway Administration for the decision taken to restrict the payment of “Transport Allowance” to those employees who are not availing RCP of any type including for spouse and children, children’s school card pass etc, which is against the spirit of Recommendations of Finance Ministry.
14. This House Request the Hon’ble Minister for Railways to utilize the earned profit of Rs 25000 crores to construct ROBs/RUBs or to man the Unmanned Level Crossing Gates and to interlock all manned LCs in the interest of safety of public.
15. This House demands to initiate action to improve infrastructure facilities at SMs rooms throughout the Indian Railways including provision of Air Conditioner at all Panel Interlocked Stations and provisions of toilet and purified drinking water facilities as a must.
Though the House authorized the CEC for any type of Action including stopping of Trains, CEC decided to pursue the issues and the immediate programme action will be Wearing of Black Bands in arms from 1st Nov to 30th Nov 2008 to express our displeasure to the Administration over the implementations of the VI CPC. As such all the GSs/DSs are directed to conducted meetings, publish pamphlets and print posters and to conduct Press meet etc to popularize the programme.
The Reception committee conducted the lucky draw and distributed the prizes to the winners.
The two days’ well attended proceedings concluded with the Vote of Thanks by Com. B.N. CHOUDHARY, GS/ECR.
