Proceedings of the CENTRAL EXECUTIVE MEETING Held at DURG on 25th Jan 2009.
The CEC Meeting commenced with a Rally by SECR comrades from DURG Railway Station to the Meeting Hall - SINDU BHAWAN. Around 200 SMs took part in the Rally. Com.CH.Ram Prasad Rao SMR/DURG welcomed the gathering and he rolled back to his past experience and activities such as Uniform Boycott, Control Phone Boycott etc.
The President, in his address narrated the activities after the CBGM / Patna with regard to the 6th CPC anomalies and uplifting the status of the ASMs etc. He emphasized the importance of the strict compliance of CEC decisions. He disclosed the activities from the office of Central President, Advisor Safety’s letter to all COMs regarding the improvement of working/Service conditions for ASMs category and the role of our Association in highlighting our poor working conditions.
Secretary General placed his oral report covering the activities in-between period of CBGM and the CEC Meeting. He expressed his earnest credit to ECR for successfully conducting the CBGM in a grand manner. He specifically explained the theory of “WE CAN” and the role of GS/ECR and his team. He expressed his apology for not placing a written report due to his personal pre-occupation. He once again stressed the importance of the Members participation in the organization as well the importance of Branch functioning and assured to venture all out to elevate the ASMs from Pay Band 1 to PB-2. Running Allowance WP(C) No.14064/2006 filled in THE HIGH COURT OF DELHI AT NEW DELHI None has appeared for the petitioner despite passing over the matter. The writ petition is dismissed for non prosecution. The same represented and our Advocate MR. ROMI CHAKO would intimate the next dates. To follow the case a team of SMs comprising the comrades of NR and SR will be formed.
Central Secretary-Finance placed his detailed accounts and insisted the importance of the collection of Special Fund of Rs.500 per Member and the need to enroll 25 000 Members.
After the detailed discussion the reports of the SG and CSF passed.
-Com.B.N.Choudry GS/ECR and the Chairman-Reception Committee of Patna CBGM placed his Statement of Accounts and donated Rs.30 000/- to CSF from the surplus.
-Then the General Secretaries of CR, ECR, WCR, NCR, SECR placed their detail report covering the zonal activities and the representatives of SR and SWR tabled an exhaustive report.
-The Vice President in his address thanked the CEC for offering an opportunity to conduct the CEC Meeting, explained the detailed plan to conduct the CEC Meeting and neat execution by the team of SECR comrades.
The Area Officer/ DURG Sri.S.M.MUKHERJEE addressed the gathering.
Sri Tarachand Sahu, Member of Paraliment spoke to the gathering about the importance of SMs and he was detailed about the plight of SMs. He assured the house that he would take up the issue in the floor of Parliament during this Budget Session. He received the Memorandum and promised to his best.
During the organizational hour GS/NCR explained in detail about the death of Com.MULAI KUMARA DAS ASM ALD Division, who was shot while on duty and reckless activity of the Divisional administration in rendering medical assistance during the golden hour.
Com.Devendra Prasad/Samastipur, Com.Avasthi/Kota, Com.S.P.Singh/Bombay ,Com.J.A.Neyagi/Bhopal, Com.Harihar Rane/DURG,and Com.G.Premkumar/ PGT toned their outlook. Com.Harihar Rane systematically elaborated the Contingent Fund, Economy Power and the psychophysical activities of the Association.
SG placed the views of E-Office and procuring computer gadgets worth Rs.60000 SG and CSF and the house approved the proposal. GS/SECR donated Rs.10000 for this purpose and GS/WCR ,GS/CR and GS/SCR promised Rs.5000 each. Further contribution from other Railways is sought.
The house unanimously decided the following exploit programmes to achieve the demands specially the elevation of ASMs to PB-2
- All General Secretaries to submit the memorandum the COMs in person regarding the improvement of working/Service conditions for ASMs category including the Pay Band on 05th Feb 2009.
- All Station Masters are requested to apply for one day Casual Leave and submit their leave letter to their Sr.DOMs on 12th Feb 2009.
- Mass DHARNA from 11.00 Hrs to 14.00 Hrs and an INDEFINITE FAST was proposed from 14.00 Hrs on 19th Feb 2009 in New Delhi during this Budget Session.
The following resolutions
1. The House urges the Railway Administration to provide Calendar Day rest for intensive Roster.
2. The house demands the Railway Administration to modify and extend the benefit of Promotional Benefit on par with Loco Pilots and Guards.
