PROCEEDINGS OF THE CENTRAL EXECUTIVE COMMITTEE MEETING
HELD AT CHENNAI ON 27.07.2011
The Meeting commenced at 1100 hours and Com. Sethumadavan, DS/MAS welcomed the gathering.
Com. M.P.Mishra, the Central Vice President presided over the meeting. Com. J.S. Shinde, in his Presidential Address briefed the house on the importance of the present meeting; reiterated upon the members to shun lethargy in the coming days and warned everyone to be in readiness for the major struggle. He was thunderous in explaining the importance of the Direct Action.
The President called for the reports from the General Secretaries. Many placed their oral report with the compliance of the Prime Minister’s Signature Campaign, Divisional FAST on 21.07.2011 and the proposed action for 8th September, 2011.
Then the President called upon the Secretary–General to place his report before the house. The Secretary–General placed a written report from the last CC and in his oral report narrated the anti labour attitude of the HR Department in the Railway Board and the step motherly treatment meted out for the cadre of SMs in approving the Minimum grade Pay of Rs.4200 and ignited of the Direct Action and the importance of this Association and the association of SMs with the Association etc. Finally he concluded with an appeal to rewrite the History with “SMs for IAS-8/9”.
The Central Secretary-Finance, placed his detailed statement of Accounts and the Publication In-charge Com. S. Kalyanram placed an exhaustive report.
The meeting was adjourned for Lunch. The post-lunch session continued with the Discussion on the reports of Secretary–General and the Central Secretary-Finance. Both the reports were passed.
As per the agenda the next item of ‘Mode of operation for the 8th September, 2011 STRIKE’ was discussed in detail. All the Divisional Secretaries and the Divisional representatives placed their opinions for the Direct Action. The General Secretaries summarised their Zonal views and aired in one voice for the Direct Action and the modalities. After hearing the opinions and views, the house unanimously decided the following:
20th August, 2011, the Saturday - Elucidation Day
Exposition of the Station Masters' grievances and Agitation programme through Honorable Members of Parliament.
31st August, 2011, the Wednesday – Awareness Day
To promote, use of participative approach by STATION MASTERS in SHE (Safety, Health and Environment) activities.
8th September, 2011, the Thursday - Demands Day
STOPPING ALL TRAINS AT ALL TYPE OF SIGNALS as per G & SR 3.02 (a) (b) for 2 minutes.
Regarding Funds, the following Divisions have remitted their Struggle Fund of Rs. 2500 i.e. AGRA, MAS, MDU, PGT, SA, TPJ, TVC, MYS, SBC, UBL, KOTA, BPL, NGP (SECR), RTM, BSP, GTL, JU, AJMER & LJN (NER). The rest of the Divisions have to remit their Struggle Fund @ Rs.2500 immediately. The General Secretaries, to follow-up and confirm the remittance immediately. It is also decided that all the Central Office Bearers, Zonal Office Bearers & Divisional Office Bearers to remit Rs.500 each. Many COBs, ZOBs and the DOBs instantly responded and remitted the amount and the others to remit immediately.
All the GSs and DSs are instructed to call for Press Meet / Press Conference and to publish the CEC’s phase-wise decisions immediately and popularize the programmes and the demands. Further instructions will be sent by the COS regarding the action programme.
Regarding publication of Diary it was decided to call for indents from the Divisions / Zones and in absence, it was decided to print 2000 Diaries in English and 2000 in Hindi. Divisions / Zones to generate Rs.10,000 for each page of advertisement in Masters Diary - 2012 as fund raising in view of the Diamond Jubilee Celebrations.
Regarding Communication, the Office of the Secretary General will communicate with a Divisional Representative, i.e., the Representative may be the Divisional Organizational Secretary or the Divisional Secretary, who are having email communication and they in turn are to transmit the same to Branches and Members immediately.
The Meeting came to an end at 1900 hrs with vote of thanks by Com. G. Premkumar, GS/SR and he assured that Southern Railway will bypass all its previous records and prove to be Rank-1, in “SMs for IAS-8/9”.
