Proceedings of the Emergency CEC Meeting held at NDLS.
After the DHARNA on 19.02.09 an Emergency CEC meeting was convened at 19.00 Hrs at NDLS. The Central President Thanked the cadre for the immediate response inspite of the Short notice for this programme and explained the house the reason for deferring the Indefinite Hunger STRIKE. He informed the house that, the Railways have formed 2 committees to look into the anomalies of the 6th CPC and due to our consistent pressure as well the force created by the MPs in the floor of Parliament and before the Railway Board. The Railway authorities at various levels taken note of the anomalies and working it out a favorable recommendation. Also, We have very much convinced the RB officials regarding the anomalies. Under this favorable cirsumstances the decision of Deferring the Indefinite Hunger Strike was inevitable. He personally Thanked the TVC/SR comrades for their efforts in taking up the issue thro the MPs.
Then the Secretary General in his report explained the preparations for the Programme with the cadre level. He vociferously recalled the History of the anomaly prior to the 6th CPC and COMs committee in the year 1999 and explained the way out to achieve the grade of PB2 and Grade Pay. He emphasized the change in the recruitment pattern and abolition of the designation of ASM and explained the house the need and necessity to defer the Hunger Strike.
Then the President called for the opinions of General Secretaries available and the Members Present regarding the future plan as well the course of action. After hearing all the opinion and taking stock of the situation the house unanimously decided the following plan of action for pursuing the demands and Members involvement with whole heart is sought for the success in achieving the demands

Station/Division, request your goodself to kindly revise the recruitment grade to PB2 with Grade Pay of Rs.4200 to maintain the status of this vital cadre as well to eliminate the discontentment. Please arrange to pay Rs.1500 pm as Additional Allowance and 30% as Safety Allowance towards Safety acquiescence

1. Letter to all COMs by the General Secretaries on 05.03.09 and apprise him in person for the justified recommendation to Advisor Safety regarding upliftment of the cadre (left over Zones)
2. All Divisional Secretaries to send Fax to the Chairman and Convener of the two committees on 12.03.09
3. All GS/DS to apprise the MPs in their jurisdiction and send Memorandum to CRB thro the MPs on or before 19.03.09
4. ‘Propaganda-50’ a popularization period to be observed from 19.03.09 to 09.05.09.During this period Demonstrations/Gate Meetings to be conducted focusing the local issues and this period is to be utilized for Membership drive-2009.
However the CEC has unanimously decided to launch a Direct action i.e ‘Stopping of Wheels’ if things are not rolling out to our favour in this intervening period and the cadre will get a red alert in the next CEC Meeting which will meet after 15th May 09 i.e. after formation of new Government.
