Proceedings of the Indefinite Fast
In order to conduct our proposed Indefinite Fast successfully, Proper Police Permission was sought for, well in advance, before the Commissioner of Police, the Greater Delhi in Parliament Street. Though the intelligence sources confirmed that there will not be any hitch in the permission, on 26th Feb, I was informed by the Commissioner on my Mobile that Indefinite Fast permission is not possible. After consulting the MPs available in Delhi, I flew to Delhi and reached on the 28th of Feb and with the letter of Shri Basudeb Acharia, we tried for the police permission, once again. But our efforts went in vain. However, in consultation with the Central President, over phone, it was decided to conduct the programme taking stock of the situation on 2nd March 2010.
The fast commenced at 1000 Hrs duly inaugurated by Honorable Member of Parliament Shri P. Karunakaran. 12 braveries ventured for this fast - Viz:

Our Ex. SG Com. RAMANI addressed the gathering and explained the systematic organizational functioning reminding us to view things in General prospective rather than looking issues with personal benefits and loss mathematics, for e.g. issues such as the Continuous Night Duty, Additional SMs, J-type roster, Uniform Transfer Policy etc.
Meanwhile, an emergency CEC Meeting was convened with Shri. A. N. TIWARI, CVP in CHAIR, by the side of the fasting Pandal. Members aired their views in favour of continuing the Fast in the NDLS station Platform, to allow the On & Off Duty fast at Stations, etc. After hearing various Pros and Cons and taking stock of the situation the house decided to windup the fast as per the Police Direction. The Railway Board’s letter on restricting our gathering was discussed. But, it was firmly decided that only a direct Action can compensate this deferring of the proposed actions and also can make all the SMs to get involved and vent out their displeasure. The Executive too had different opinion on deferring this proposed agitation considering their preparation in their Zones/Divisions. However, taking the ground reality, finally it was decided to windup the fast.
As such the indefinite fast was forced to be winded up at 1800 hrs with Honorable Member of Parliament Shri. Anirudhan Sampath’s address and offering fruit juice for the fasting comrades.
With the discussion and considering the importance of the Central Council it was decided to conduct the same at Nagpur being the geographically centre place for all the 64 Divisions to attend. On the request of NGP comrades and the availability of accommodation, they have opined 30/4 and 1/5/2011, for the Central Council. As such with the approval of the Central President the dates for the Central Council was slated on 30th April and 1st May 2011 at Nagpur (the dates are preponed to 22nd & 23rd April 2011) As such our next Central Council Meeting will be held at Nagpur on 22/4/2011 & 23/4/2011. And all the Central Council Members, i.e. the Divisional Secretaries, Divisional Sec-Finance, General Secretaries, Zonal Sec-Finance and the Central Office Bearers are advised forthwith to attend the meeting without fail. It is also advised all the Divisional Secretaries/General Secretaries to convene DECs/ZECs/Special Meetings to discuss the future course of action and the members (Action Committee) for conducting programmes has to be discussed and come prepared for the Central Council Meeting.
Meanwhile the Central team met Member of Parliamentarians Shri. Ganesh Singh, Shri. Rajiv Pratap Rudy of BJP, Shri. Radhe Mohan Singh of SP and we had the privilege to meet Smt. Susma Swaraj, Leader of the Opposition in her Parliament Chamber. We had a detailed discussion on the Grade Pay issue. She nominated Shri. Ganesh Singh to take up our issue. He immediately raised our issue on the floor of the Parliament on 4th March 2011 at 1630 hrs and questioned Ms. MAMATA BANERJEE, Hon’ble Minister for Railways, regarding our issues.
We also made a follow-up with Shri. P. K. BIJU, Shri. Anirudhan Sampath, Shri. P. Karunakaran, Shri. T.K. RANGARAJAN of CPI-M etc.
With the SMs who have close rapport with the MPs, the CEC is making all out efforts to convince them and see that our 10 demands are achieved. Mind that We will never leave any stone unturned.
