Sub:  Improvement in working/service conditions for ASM category

Ref:   Your letter No. T.145/OPTG/GENL/POLICY dated 30.07.09.

Please refer above quoted letter wherein it was sought to examine the issues pertaining to working conditions of ASMs and advise suitable recommendations for improvement.

As such, the following recommendations/suggestions are proposed.

1.           As a matter of fact, ASMs are coordinating with almost 14 deptts of Railways directly or indirectly for safe & punctual running of Trains. They are the real icon of railways. They are maintaining close liaison with the supervisors for smooth functioning of the stations. However, their salary is skimpy vis-à-vis their workload and responsibility assigned to them as compared to the other employees of the Railways. They are fully accountable for all the happenings within the station limits.

2.           Most of the ASMs are working at a way-side station where even basic amenities are not available. As a result, they have to keep their families away for the sake of their children’s education and medical facilities. This results in aggravating their worries. Hence, they may be allowed to occupy Railway quarter at a bigger place where basic amenities are available. Railways may plan for constructing Railway quarter in the cities instead of way-side stations.

3.           Early disposal of the grievances of ASMs may be ensured.

4.           Workload of ASMs may be eased by providing 2nd ASM after considering sale of tickets, sanitation and outdoor activities etc.

5.           Provision of computer at all stations may be made replacing the obsolete system of maintaining records which will really streamline the working of the stations as well as result in uniformity in records.

6.           Efforts may be made for reducing their stress level by planning the workload judiciously.

7.           A time frame should be laid down for finalizing the promotions in ASM/SM’s category as well as for filling up vacancies in the cadre. This will also help in minimizing the over duty hours and overtime allowance.

8.           ASMs should be encouraged to proceed on leave to break the monotony of work.

9.           Adequate no. of LR and RG ASMs should be provided at major stations in the section.

10.        ASMs coming from outstation to perform relieving duties should be given Rest room facilities and/or outstation allowance at par with running staff and weight-age for time they have to wait for boarding a train to go to their HQ.

11.        Station maintenance should also be brought under the supervision of Station Master since a lot of time and efforts are consumed in getting small items repaired. Only infrastructural works should be undertaken by technical departments. 

 

The above recommendations will provide succor in improving the service conditions of ASM.
