G&SR 3.38(2) reads as “When a running line is blocked by a stabled load, wagon, vehicle or by a train which is to cross or give precedence to another train or immediately after arrival of a train, at the station, the points in rear on double line section and at either end on single line sections should be immediately set against the blocked line except when shunting or any other movement is required to be done immediately in that direction on that line”.
 
This G&SR has been amended many times, duly deleting “immediately” sometimes and incorporating “immediately” at other times. As per the G&SR, setting of points against the occupied line immediately on the arrival of the train is a must; exception being given when shunting or any other movement is required to be done immediately in that direction.  With the above exception also this rule cannot be followed in-toto at all stations. The G&SR cannot be complied at certain stations viz., NDD, RJY, GDR etc when trains are dealt on Road 1, Road 2 and Road 3 at these stations.    For example, at NDD station, Road 1 is Down Main Line and Road 2 is up Main Line When a down train arrives, on Road 1 points cannot be set immediately against the occupied line, if slot is released for an up train or run through signals have been cleared for an Up train on Road 2.
 
At a two line station on single line and at a four line station on double line, if a train is stabled on loop line, the points will be set against the occupied line, clamped pad locked, the pad lock keys being kept under the custody of station masters as per SR 5.23.4.4. Under such circumstances also, the points cannot be set immediately on arrival of a train on Main line.

The rationale behind the word “immediately” in this GR is not known. On the one hand the GR is insisting to set the points against the occupied line immediately on arrival of a train; on the other hand, the rule is silent about the condition of LCs situated in the block section as well as on block overlap in the station section. If non-setting of points against the occupied line immediately on the arrival of the train is detrimental to safety, open condition of the LCs is also a potential threat to safety.
 

Thus the G&SR has certain limitations and has no universal applicability. Hence, it needs to be amended in either of the following forms –
(i)                 By including the word “wherever possible” at the end of GR
 
“When a running line is blocked by a stabled load, wagon, vehicle or by a train which is to cross or give precedence to another train or immediately after arrival of a train, at the station, the points in rear on double line section and at either end on single line sections should be immediately set against the blocked line wherever possible except when shunting or any other movement is required to be done immediately in that direction on that line
or
 
(ii)              Duly deleting the phrase “immediately after the arrival of a train at the station”
 
“When a running line is blocked by a stabled load, wagon, vehicle or by a train which is to cross or give precedence to another train, the points in rear on double line section and at either end on single line sections should be set against the blocked line except when shunting or any other movement is required to be done immediately in that direction on that line”.
 
Hence, it is requested to process for the amendment of the above G&SR accordingly.
