My Dear Comrades!
I intimately THANK my dear Brother Station Masters and the stars of this Association, who made all the CEC Decisions, especially the 19-20/10 DEMO, possible and successful. Our next CEC meeting will be held at Lucknow on 8th Jan 2012 along with the retirement function of our veteran and the sitting Central Vice President Com.M.P.Mishra. The next Conciliatory Proceedings over our Pending Strike Notice for ‘SMs for IAS’ is on 2nd Nov 2011. Hence, these two months have to be utilized to organise a systematic development of the organisation and to get prepared for any eventuality towards achieving our 5 point Demands. The systematic developments commensurate with enlightenment.
ENLIGHTENING ERA- There is no definitive starting or ending point for the Enlightenment, which leads many works too simply and Successful. Hence, with the approval of the Central President, it was decided to observe the month of November and December as Organisational Months with an assignment and title of ‘ENLIGHTENING ERA’.
In this regard, it is advised to concentrate on the systematic organsiational building and on the Membership Drive.
MEMBERSHIP is one of the primary and legal task before us and we have to complete our Membership drive before November, so that Centre can, compile the entire national list on 31st Dec. Hence, all the Divisions/Zones have to complete the Membership enrollment before 30th Nov 2011.
The trade union exhibits an array of examples of ‘organization’ and ‘structure’. There is, of course, a symbolic relationship between organization, which speaks about the Trade union office bearers and how it governs itself, and structure, which relates to the type of membership. The main factor that separates the trade union from other organizations such as the company, corporation or firm, is that it is a ‘mutual’ organization, owned by the members and run for their benefit. This characteristic of the trade union should always be reflected in democratic control, accountability to the membership and decision-making that reflects the input of membership. Mind, that for all legal purpose, meaning and nomenclature AISMA is a UNION, though we name it is as Association.
Although there are a wide variety of trade union organizations in the Indian Railways, there are certain basic patterns which exist within AISMA. Most unions have a CENTRAL and an AFFILIATE or BRANCH system, and a DELEGATES’ conference. In our Organization we have Central Committee, Central Council, Zonal Committee, Zonal Council, Divisional Committee and Branch Committees which are the layers of any trade union organization.
A trade union should establish wings which help to facilitate the various roles established before. The major or core activity in a trade union would include those relating to enrolling members and organizing Zones, Divisions or Branches; financial management and administration; research and education. Other activities may include safety and health, legal and member services, depending on the complexity of the trade union.
The Executive of a trade union represents the elected leaders (council, committee) and have the responsibility of planning, organizing, directing and controlling the business of the union. It is important to recognize that ultimate power in the trade union rests with the membership. A participative membership and an efficient administrative system leads to a highly effective trade union.
COMMUNICATION is an important function in ensuring that any organization works effectively. Trade unions need to ensure that there is constant communication between the centre and the periphery of the union organization, viz-Zone, Division, Branch and the more importantly the MEMBERS to ensure that the members are kept abreast of its progress, programmes and policies. In fact, We stand with pride that We are the premier in having our own web site www.aisma.in. ahead of all other Railway Trade Unions/Assocaitons.
Moreover, the fastest communication i.e., the Short Message Service ie SMS is an effective tool in communication. However, for this we have some restriction. The TRAI (The Telephone Regulatory Authorities of India) has imposed a restriction of a maximum of 100 sms per day per SIM. (145 characters is counted as One SMS). The fastest detailed means is Email- which is instant and cost effective. For this every one should have an e-mail id and if possible , an internet connectivity at home or at Station. The conventional postal communication is The best now and always, it is not only a permanent but also a verbal communication. Hence, though not centralized, the Divisional conventional communication system is the need of the hour. Let us practice this right now.
Trade union information systems are very important in the union communications network. With the increasing need for networking among Members, communication will increase in importance in the trade union organization.
Exercise: In this two months period – Complete the Communication list.
Communication list-
- The Branch Secretary has to prepare a communication list of his Branch executives and list of all SMs of his Branch with complete list of Station and its details.
- The Divisional Secretary to keep a communication list of his Divisional, Branch Executives and as well activists of his Division totaling to 100.
- The Zonal Secretary to keep a communication list of his Zonal and Divisional Executives, including the Zonal Council members.
- The Secretary General/COS to keep a communication list of his Central / Zonal Executives and the Central Council Members.
(The list should consist - the Mobile No; Station contact Number along with an alternative family Mobile or Landline number {for Emergency use}; email id; full postal address with pin code; Date of Birth; Date of Wedding and Date of Appointment) - MOre details pl refer your e-mail.
The following topics are for the discussion in your meetings and the compliance need to be posted to the undersigned.
- Describe AISMA with which you are familiar in relation to how it performs the following functions: planning, organizing, directing and controlling its processes.
- Should trade union development reflect the purposes for which trade unions exist.
- How important are education, research and communication to the trade union
- What factors can lead to tensions between the CEC and the ZEC and DEC. How can these tensions best be resolved?
Hope this communiqué will certainly ignite the ENLIGHTENING ERA and reach every SM of this Indian Railways. Relax and patiently interact for the Success of the ENLIGHTENING ERA, We got 60 more days, not just for the completion of the calendar year or the 58th Year of this Great Association, rather to enter into the DIAMOND Jubilee as a strongest Union/Association of Indian Railways.
During this period there may not be any tangible agitations towards our 5 Demands and SMs for IAS- certainly these two months will a red alert period and let’s assemble in the New Year at LUCKNOW with new vigor.
