Dear Brother Station Masters!
My predecessor and selfless leader of this great Association Com.P.Sival Pillai expressed - “IF I DIE MY FAMILY ALONE WILL SUFFER; IF I FEAR TO DIE 32 000 FAMILIES OF STATION MASTERS WILL SUFFER”
The CEC Meet at BBS on 28th June 09 decided to sit for an ‘INDEFINITE HUNGER –STRIKE’ from 2nd October 2009 i.e on the birth anniversary of M.K.GANDHI, who obtained the great Indian Freedom by this powerful tool. We station Masters believe the ideologies of the Father of Nation as well Netaji Subhash Chandra Bose.
The challenges before us in this hour would be to arduously safeguard the elements of Trust associated with AISMA and to reinforce it during this agitation .The expectation of the CEC from you is following all the decisions implicitly to uphold the glorious heritage of our Association and to show our organisational strength which we posses. Let us highlight these passionately during this HUNGER FAST and this is what WE would do. Isn’t it?
A hunger strike is a method of non-violent resistance or pressure in which participants fast as an act of protest, or to provoke feelings of guilt in others, usually with the objective to achieve a specific goal, such as a policy change, better service conditions etc., We know the nonviolent resistance tactics such as: information warfare, picketing, leafleting, Demonstrations, protest art, community education and consciousness raising, Dharnas, lobbying, tax resistance, noncompliance with rules and regulations, boycotts or sanctions, legal/diplomatic wrestling, principled refusal of awards/honours, SATYAGRAHA and general strikes.
Satyagraha is a philosophy and practice of nonviolent resistance developed by Gandhiji. Deployed satyagraha in campaigns for Indian independence and also during his earlier struggles in South Africa. Satyagraha theory also influenced Martin Luther King, Jr. during the campaigns he led the civil rights movement in the United States. Our great leader Com.P.Sivan Pilla too taught and followed the mighty way.
What is the sin committed by the SMs; Is it - KARMA - of a human to struggle in the SMs cadre because of his previous generation transgressions. Or the willful negligence of the bureaucrats?
Dear Comrades, Why we adopted and decided the means of Satyagraha. What is our real problem? Are not we satisfied with the present pay structure? Are we Greedy?
What you seek: Grade Pay of Rs.4200 in PB-2 for ASMs, Additional Allowance, Uniform Allowance, Additional SMs and better service conditions.
Rest- I leave it to your decision, the mighty ICONs-
- The Passenger Guards who were on par with ASMs till 1982 and Goods Guards were one grade below, now not only the Passenger Guards but also the Sr Goods Guards are placed in PB2 with a Grade Pay of Rs 4200
- The Shunting Masters who are under direct control of ASMs of stations are in PB2 with a Grade Pay of Rs 4200
- The Radiographer and Sr Transit Clerk who were in a lower Grade of Rs 4000-6000 is given with a Grade Pay of Rs 4200.
- Staff Nurse in the Pre existing Scale of 5000-8000 have been placed in Grade Pay of 4600 and Nursing Sister in pre existing scale of 5500-9000 have been placed in the GP of 4800.
- The Primary School Teachers in Rs 5500-9000 (Senior Grade) are given with a Grade Pay of Rs 4600 and the Selection Grade Primary School Teachers are given with a Grade Pay of Rs 4800.
- The Section Officers/ Sr Section Officers are controlling just THREE Accounts Clerks and with limited responsibilities are given with a Grade Pay of Rs 4800.
- The Chief Matron and Matron who were in Rs 7450-11500 and Rs 6500-10500 grades respectively are placed in PB-3 with Grade Pay of Rs 5400. and Staff Nurse in the erstwhile Rs 5000-8000 grade is placed in PB-2 with Grade pay 4600 equating with Station Manager.
- Personnel working in various ministries having same qualification as SM with pre existing scale of Rs, 6500-10500 have been placed in the revised pay band PB-2 with Grade Pay of Rs.4800 and in PB-III with Grade Pay of Rs.5400.
- The Passenger Guards having an Additional Allowance of Rs 500 and Loco Pilots with Rs.1000.
- Why Most of the ASMs selected through RRBs are leaving the Railways within a year or not at all joining now a day. Moreover the subordinate categories are unwilling to opt for ASMs.
- The number of working days, hours of duty per day, the place of duty and the nature & multifarious duties of an ASM makes him an equal treatment if not better.
- Are nor we eligible for UNIFORM ALLOWANCE - Being the most Public Image category at the unit level the present system of supplying clothes do not confirm to the positions and status of SMs, Are not this system should be dispensed with and the SMs of Indian Railways shall also be given Uniform Allowance on par with the Personnel and Officers in CPMF, CPOs, RPF and IPS. (Para No. 4.2.73 and 74) as accepted by the Government with initial grant of Rs.14000 and renewal grant of Rs.3000 payable after every 3 years.
- Are we Human or Super humans to handle multi various duties by a single individual, pledging our safety and Public safety without providing the ADDITIONL SMS.
My dear THINK TANKS, I could understand your whispering, perhaps my telepathy is sharp. You laugh at me for demanding the peanuts; Fine my dear SMs, I tolerate. You know in 1997 the COMs committee recommended the Grade 5000-8000 as minimum for ASMs; the same was turned down by the enlarged CPOs committee. In 2008, most of our Heads ie COMs recommended for the better pay and parquets, the big BABUS in the Apex Club, the Railway Board turned down the plea.
Dear Brothers, Even now we insist that this decision of INDEFENITE HUNGER FAST is not adopted rather it’s a thrusted upon us.
We are not only Masters for the STATION; we are also Masters for the Society. Pull the strings; Proclaim the Nation “This Masters will not rest till their genuine, unbiased demands are met with” We not only know Hunger Satyagraha ,we better know the other means too. We not only know Mohandas Karamchand Gandhi, we also know Netaji Subhash Chandra Bose
Many movements like Satyagraha, which promote philosophies of nonviolence, have pragmatically adopted the methods of nonviolent action as an effective way to achieve social or political goals. A hunger strike cannot be effective if the fact that it is being undertaken is not publicized so as to be known by the people who are to be impressed, concerned or embarrassed by it.
We will prevail because our cause is right, because our cause is just. History is on our side. Time is on our side.
