Secretary General’s Report placed in the Central Council Meeting held at NGP on 22nd and 23rd  April 2011

 

 

Respected President, Commandant Central Council Members and Dear Warrior Station Masters!
 
The last CEC was held at Jodhpur in NWR on 30th Jan 2011. Due to the efforts of the  Central Committee, especially the Central Organizing Secretary, Jt SG, Dy SGs and other Senior comrades, who had formed an ad-hoc body of NWR  and the JU CEC was conducted by the JU comrades successfully. I am happy to state that except in SER, We have functional Zonal Bodies in all the 15 Railways.
 
In this meeting, the house has ratified the change of date of the proposed indefinite fast from 19th Feb 2011 to 2nd March 2011 taking into consideration of the Budget session of the Parliament. The house further decided to add vigor to the  Fast and to make all the SMs to involve in this noble cause, and therefore, it was decided that after the 48 Hours of the commencement of the Indefinite Hunger Fast on 2nd March 2011, all the STATION MASTERS have to commence the On & Off DUTY fast and create an impact from 0600 Hrs of 4th March 2011. 
 
The CEC has done all its best for the preparation of the cadre for the proposed programs and with the Official / Political front, as well. In my opinion the NCR and parts of WCR, CR, SECR, NER, SR have done a remarkable preparation for the programme. The GS/NR has managed for the preparation for the Fast. In spite of his best efforts and even with the special recommendations of the Members of the Parliament, the Police Permission for the Indefinite Fast was denied.
 

The fast commenced at 1000 Hrs duly inaugurated by Honorable Member of Parliament Shri P. Karunakaran. 12 brave-hearts ventured for this fast - Viz:

10.   RAJIV KUMAR -NR
11.   RAMESH CHAND BAIRWA -NWR
12.   YASHBHAN SINGH TOMER- NCR

Our Ex. SG Com.RAMANI addressed the gathering and many of the senior Comrades voiced their views in the dais. Meanwhile, an emergency CEC Meeting was convened with Shri. A. N. TIWARI, CVP in chair, by the side of the fasting Pandal. Members aired their views in favour of continuing the Fast in the NDLS station Platform, to allow the On & Off Duty fast at Stations  etc. After hearing the various Pros and Cons and  taking stock of the situation the house decided to windup the fast, as per the Police Direction. The Railway Board’s letter on restricting our gathering was discussed, and it was firmly decided that only a direct Action can compensate this deferring of the proposed actions and also can make all the SMs to get involved and vent out their displeasure. The Executive too had different opinions on deferring this proposed agitation considering their preparation in their Zones/Divisions. However, taking the ground reality, finally it was decided to windup the fast.
 
 As such, the indefinite fast was forced to be winded up at 1800 hours with Honorable Member of Parliament Shri Anirudhan Sampath’s address and offering fruit juice for the fasting comrades.
 
Meanwhile the Central team met the Members of Parliament, Shri Ganesh Singh, Shri Rajiv Pratap Rudy of BJP, Shri. Radhe Mohan Singh of SP and we had the privilege to meet Smt. Susma Swaraj, Leader of the Opposition, in her Parliament Chamber. We had a detailed discussion on the Grade Pay issue. She nominated Shri Ganesh Singh to take up our issue. He immediately raised our issue on the floor of the Parliament on 4th March 2011 at 1630 Hours and questioned Ms. MAMATA BANERJEE, the Hon’ble Minister for Railways, regarding our issues.
 
We also made a follow-up with Sri. P. K. BIJU, Shri Anirudhan Sampath, Shri P. Karunakaran and Shri. T.K.RANGARAJAN of CPI-M. 
 
We were watching closely the progress of the 10 demands in the Railway Board. On the demand of Vicitmisation, based on the RB’s letter, General Manager / SR has given his concern to regularize the  Break-in-Service for the 11 SMs due to the 11/8/1997 STRIKE.
 
In the meantime, due to the State Election of the West Bengal and the busyness of our Honorable Minister for Railways, almost all the proceedings in the Board are in snail’s pace.
 
Regarding Running Allowance Case, which came for hearing on 1st Feb 2011, the Counsel for Petitioner, i.e. our Counsel was not present, due to his occupation in Chandigarh and the Judge posted the case for 12th December 2011. However, we have pleaded before our Counsel, to file a miscellaneous petition for early date. He is yet to file the same.
 
Last but not the least, though we are concerned about our family and carrier progression, we are also duty bound for this Society. Anna Hazare has sparked the light, and it is our duty to carry the torch to the nook and corner of this Country to eradicate the dangerous disease called CORRUPTION from all walks of Life and Society. It is our duty towards our Wards and Society, to clean the Nation, from the position we hold and I am sure you will add in all your meeting’s agenda, and walk steadily towards this noble mission. We will prove the Nation that We are not just for the cause of our carrier in the Railways alone, but we are much concerned with the Society in which We live.
 
I am sure We are the best messengers and fastest. ”We are what we repeatedly do. Excellence, then, is not an act, but a habit”.
 
Now or Never situation prevails. We missed the train in 1999; We cannot do so in 2011. Even the ordinary Railwayman will not forgive the grave sin if we fail. In this instant era, I hope this house will decide the programme of actions in the manner in which We get it instantly.
 
In my view, we are heading towards the destination. But, the reservation is, how long are we to travel with this fluid basket. The entire COMs community and the Traffic Executive in Board, including the CRB, is in our favour - so it appears. Even the entire environment in the Labour front is for us. The battle for the “Carrier Progression” had to be fought in various angles. 
 
The position is still fluid. It is upto us to make it freeze and shape out  a wonderful order through our concerted action. Till then all the days are battle days. Only after getting the executive order on the Minimum GP of Rs.4200, I and You can rest. Till then please be busy like a bee, work like an ant, UNITEDLY…. to Climb over, Climb under, Climb around and keep looking for another way, to achieve the GOAL.
