Secretary General’s report presented in the CEC Meeting held at JODHPUR.
This report covers from the period from 23rd Oct 2010to 26th Jan 2010.
The 44th CBGM held at Agra (NCR) on 22nd and 23rd of October 2010 and a new team under the leadership of Com. ROY SUNIL KUMAR SHARMA, swan in with the oath for a stringent action to achieve our pending demands; viz.,
The house unanimously decided to conduct a Zonal Demonstration on 14.12.2010 in front of the concerned General Manager’s Office
Indefinite Hunger Fast at NDLS to be conducted during the Budget session i.e. from 10.00 hrs of 19.02.2011.
At the outset I THANK Com. ASHOK KUMAR SHARMA & his Team i.e. the Reception Committee as well their dynamic General Secretary/NCR Com. YASHBHAN SINGH TOMER for conducting the 44th CBGM held Agra / NCR successfully. Though there are some lacunas, considering the inexperience, it may be ignored. However, the sharing of methodology would have improved standard of performance.
Due to my arthroscopy surgery in the Right knee for ACL (anterior cruciate ligament) reconstruction, I was forced to be in Bed rest and was advised to restrict the movements for next 6 months.
The 14.12.2010 Zonal programme i.e. Zonal Demonstration before the General Managers Office was successfully conducted in many Railways and had a fruitful meeting. However, I place on record some of the vibrant Railways failure to conduct the programme due to the lethargic attitude of the Office bearers.
The Running Allowance case slated on 23.11.2010 was represented by our council along with Com.M.Ramani and Com.T.Vijayakumar and with other comrades. The Railways has filled an additional rejoinder and the case was again posted to 1st March 2011.
Consequent to the posting of RA case and the Parliamentary Budget session, the proposed Indefinite Hunger Fast at NDLS to be commenced from 19.02.2011 was postponed to 2nd March 2011 with the consultation with the President and the same is place here for ratification.
Though, the resignation of the Com.Ponnukumaran Publication Division not accepted by the CEC, his averse in publishing the Masters Diary 2011 in the eleventh hour, the CEC decided to bring out the Diary and as such with the Assistance of Com.Kalyanraman, Pub Division (Finance) and the comrades of MAS division, MASTERS DIARY 2011 was published, with latest inclusions viz. New Pass rules, DAR, HOW&PR, Conduct Rules etc., however, efforts are initiated to recoup the pending Diary Dues of 2008, 2009 and 2010. The Publication Bank account in Individual names may be modified in the name of Association.
New Zonal bodied were formed in NCR and WCR and the formation of NWR Zone was commenced with the assistance of Jt.SG, C.Org. Secretary and the Dy SGs.
Indefinite Fast at NDLS from 2nd March 2011- With regard to the recent circular from Railway Board regarding our proposed 19/2/11 Indefinite Fast which was later postponed to 2/3/11 When it comes to violation of fundamental trade union rights, we the pioneers in the trade union has to rise up to the level.
The international labour standards are quite clear – transport workers have the same trade union rights as workers in other industrial sectors. They have the right to freedom of association and are free to take industrial action.
As such ours is a duly registered Trade Union under the Trade Union Act and free to settle to our disputes and demands thro the legitimate Trade union Action.
The ILO does recognize that the right to strike can be restricted or even prohibited by governments in essential services. However, this is only where stoppages would mean a serious threat to life, personal safety or health. Hospital, utilities supply and telephone services can be designated as essential. But in the transport sector, the ILO has identified only air traffic control, when this service is essential to guarantee air safety. In all other areas of transport operation, the strict sense of the term “essential services” does not apply.
The ILO says that back-to-work orders, requisitioning orders, or the hiring of workers to break a strike in any of the sectors not strictly considered essential is a “serious violation of trade union rights”.
Though We have decided to stage a peaceful agitation in the path of our Com. M.K. Ghandhi, I hope this administration is forcing us to plunge into STRIKE. If it is inevitable, We are prepared even for this.
However, a maximum attendance is expected for this 2nd March programme specially from the neighboring Zones of NDLS. An Action Committee has to be constituted for this purpose as advised earlier to all the ZS.
Before, endorse a direct action, I propose a Leadership Training Camp may be conducted in two segment.
I further place before the august house that there is a proposal from newly formed NATIONAL RAILWAY EMPLOYEES FEDERATION seeking our co-operation.
Further, I seek your fullest co-operation for the SUCCESSFUL conduct of the INDEFENITE FAST to be commenced from 2nd March 2011.
With this I conclude and expecting constructive comments and valuable suggestions.
