Page....2.....SECRETARY GENERAL SUBMITTED IN THE CENTRAL COUNCIL MEETING HELD AT SBC ON 2ND AND 3RD OCTOBER- 2009
Sojourn to Railway Board by Central Team:
13.02.2009 to 20.02.2009: The Central Team comprised by CP,SG, COS and GS/NR camped in NDLS from13.02.2009 to 20.02.2009 to ventilate the feelings against the unfavourable report of the VI CPC – especially in respect of their Pay Scales and avenue of promotions, to protest against the inadequacies of recommendation of VI CPC to SMs and met the RB officials/Officers, eminent Parliamentarians etc.
On 24th and 25th April 09, Myself with Com R.K.Unnikrishnan Ex GS/SR tried to meet MT at Kodaikanal of S.Rly during annual review meeting of all COMs but due to his busy schedule we could not meet him, however we succeeded on the next day i.e on 26th April 09, we met MT at MAS along ex COS Com.M.Prakash and had a detail discussion with him on our demands and he assured of the Grade pay of Rs.4600 and 15% Gazetted status.
17.08.2009 to 19.08.2009: Myself with COS and GS/NR camped in NDLS, to observe the developments of our latest carrier progression in the Board level and with the MPs side.The overall development is satisfactory to the undersigned. We had a cordial meeting with Member-Traffic, Exe. Director (TT-M), Director- Traffic Co ordination, Advisor- Safety, Director-Staff and many others over the developments. In nutshell, the stock in Board with regard to SMs are
- The Railway Board has approved and sent its proposal for Rs 4600 GP for SMRs in Rs 7450 Pre Revised Scale and 15 % Gazetted, for clearance for DOPT,
- The Prioritize Committee is delaying the sittings and the progressing at snail’s pace, last sitting held on 27/08/09,
- A committee is constituted to look into the merger of Traffic Cadres such as SMs, Section Controllers and Guards in line with YMs and TIs under multi skilling,
- Centralized Head Quarters is under active consideration,
- Revision of Uniform to Lady SMs from Navy Blue to Elite White is also under consideration,
- The issue regarding cleaning of Point by Traffic staff in some Railways instead of S&T staff as per extent provision was discussed and the necessary correction will be incorporated in the new G&SR and the concerned COMs also will advised with.
The Central President along with comrades of NR, camped in NDLS on18th Sept 09 and meet MT and ED-TT(M). The outcome seems to be progressive.
For RATIFCATION: The proposed “INDEFINITE HUNGER FAST” from 2nd October 2009 at NDLS was postponed, since the Parliament Winter session starts in the last week of Nov 09. Under this situation commencing an Indefinite Hunger fast when the Parliament is not in session, our fast may not attract the attention of the highest forum of our Country “the Parliament” and the external efforts that can be created through Parliamentarian may results in vain. Hence considering the factors the undersigned and the Central President in consultation with other CEC Members has decided to postpone the proposed “INDEFINITE HUNGER FAST” to December 2009 and decided to conduct the Central Council Meeting on 2nd and 3rd October 09. The ratification and the proposed date for Indefinite Fast will be an added agenda for today’s CCM.
CENTRAL STRUGGLLE FUND: In the Patna CBGM, CSF has given suggestion for collecting Rs 500 per member as a Special fund and this drive to be completed before December, 2008. After detailed discussion it was accepted by the large House to collect Rs. 500 from each member in the name of ‘Struggle Fund’. The above decision was communicated to all GSs & DSs through ‘AISMA SAMACHAR as well other communications.
I appeal to you all to think over the subject and mobilize and remit under the head of STRUGGLE FUND. As CEC had earlier communicated to COBs/ZOBs/DOBs and as well activists to collect Struggle Fund at the rate of Rs 500 from each active member and Office - Bearer for funding the action.
MEMBERSHIP: It is disparaging to remind you all on the issue of membership and its importance. The callous attitude of the GSs, GSFs ,DSs and DSFs is much disgusting and any excuse for not complying with the directive will not be accepted at any cost. I expect you that you will fulfill our CPs dream of enrolling of 25000 members. Hence it is directed that all GSs to complete the process immediately and submit the list with necessary quota to CSF on or before 30/11/2009 for 2009. Let us resolve the year 2010 as ‘MEMBERSHIP-20100’.
RUNNING ALLOWANCE CASE: The last sitting was held on 17.09.2009. After three hearings on 13.10, 02.11 & 21.11.2006. The case was dismissed for default of petitioner and again the case was restored on 17.09.2009 and posted for final argument on 06.02.2010. I remind all ZSFs to remit the RA Case fund immediately.
Strengthening Strategy: As decided in the DURG CEC, the central Team was making all out efforts to bring all the 14 Zones in equilibrium. The under signed toured over the parts of SCR and the except in Guntur all the Divisions were formed. CP toured over ECoR and NCR and an effective Zonal bodies formed. GS/ WCR Com.R.N.CHATURBEDI took initiative in revitalizing the adjacent Divisions of NWR.
PUBLICATION Division: It is proposed to bring out Masters Diary 2010 at the cost of Rs.150 on or before 20th Dec 2009. Since the Publication Accounts could not publish its accounts statement in time due the over strain on individuals, it is proposed before this house that Com.Kalyanram will be the absolute in-charge of funds ie Payment / Collection and thereby the strenuous nature of Printing and Supplying of Diaries, SAMACHAR and other publications can be still more effectively be handled by Com.Ponnukumaran.
FINANCE: I wish to reiterate that financial discipline is the Hallmark of this Association. In many Zones it seems to be in gray area. It is once again reiterated that all the ZSFs must monitor the financial standing of the Zones/Divisions. CSF is requested to monitor Zonal financial functioning as well the procedure including the auditing.
COMMUNICATION & INTER-ACTION: I am happy to inform you all that the communication and inter-action with CEC/ZEC members greatly improved and maintained well. I could constantly consult CEC/ZEC members especially on vital issues. All the issues that were discussed and resolutions passed in the CEC meetings sensitized among members, represented to officers. Nearly 25 communications on organizational matters sent to Zonal /Divisional office bearers. Three issues of AISMA SAMACHAR were circulated during this period.
However it is felt that the communication has not fully reached the members. Hence forth it was decided to maintain direct communication with all Central Council Members and all the GS are requested to submit the updated mail list of their Zones.
VICTIMISATION: The burning issue before this CEC is Break in the Service of 23 comrades of MYS Division of SWR for their participation in 11.08.1997 STRIKE. There is a extraordinary delay in the ministerial level staff in spite the concerned officers wish to expedite the files.
Man of CENTRAL COUNCIL: In the BBS CEC Meeting it is proposed and decided to honour one of the central Team Member as ‘Man of the CEC’ for his contribution for the Team. As the maiden winner of the complement Com.R.N.CHATURBEDI GS/WCR was declared as the ‘Man of the CEC’. On evaluating the year long performance of CC it was decided to declare Com.Y.S. TOMMER GS/NCR as ‘Man of the CEC’.
