Respected President and My dear Comrades,


Today is Com.Mohandas Karamchand Gandh’s Birth Day, the  Father of our Nation and  a barrister, adopted his  evolving methodology of Satyagraha ,Boycott and  non-cooperation or non-violent protest. With a RED salute  and with Green Memories of his ideologies I place this  annual report from 20/10/08 to 31/09/09 for evaluation and constructive criticism please. 

Let us join with the people of AP, suffered a severe jolt, grieved inconsolably over  the tragic death of their beloved Chief Minister Dr.Y.S.Rajsekhara Reddy. As  Chief Minister rather a Leader he threw himself into development programmes that directly touched the lives of the poor with passion that is uncommon. We mourn.

Soon after this executive assumed charge in the Patna CBGM on 19th & 20th Oct 2008, I have clearly outlined that this executive will not to be fully Secretary oriented, instead it will be a team oriented under the captaincy of Com.P.K.DAS. CEC Members and the GSs will be the members of the team and I will be the coordinator of this team.  I am the firm believer of collective bargaining and Team building. I may state that team work is a cohesive approach for achieving Associations goals as well as individual satisfaction.

CBGM at PATNA on 19th and 20th October 2008:    The 43rd CBGM was held at PATNA on 19th & 20th October, 2008 in grand manner in which around 500 Station Masters were participated from the length and breadth of the Country. The CBGM was inaugurated by Com U.S.Singh Ex CP/AISMA after flag hoisting. 14 Railways except NWR & NFR took part in the CBGM. Kudos to Com.B.N CHOWDRY the GS/ECR and his team, who made it possible from impossible. 
   
The following important decisions were taken by the large House.
  • To observe ‘Protest Month’ in November-2008 [From 1st Nov to 30th Nov] to express our displeasure over the sixth Pay commission recommendations with regard to SMs.
  • To go for major action after CEC meeting in the month of January, 2009.
  • To amend the constitution to  enhance the subscription to Rs 10 per month.
  • Decided to collect Rs 500 as ‘STRUGGLE FUND’ from each member
CECM on 25/01/2009 @ DURG: The SECR comrades under the leadership of Com.Jayant S Marathe made the CECM very grand.

The House  decided  a course of action starting from
  1. Submission of Memorandum to COM by General Secretaries on 05/02/09
  2. All Station Masters to apply for one day Mass Casual Leave on 12/02/09 and
  3. Mass Dharna at New Delhi on 19/02/09 followed by Indefinite Hunger Fast from 13.00 hours to achieve our Central demands, Vacation of Victimization, Posting of Additional Station Masters  and for disregarding the Station Masters in the 6th Central Pay Commission recommendations. 
It was also decided that the intervening period shall be utilized for organising the Branches/Divisions. I am duty bound  to acknowledge  the tireless efforts of comrades of TVC division of SR in camping in NDLS  from 9th Feb to 15th Feb 09 to apprise the MPs.

The proposed Mass Dharna commenced at 10.00 hrs which was inaugurated  by Com.BASUDEB ACHARIA, Hon’ble Member of Parliament, a renowned Trade Unionist and Chairman-Standing Committee/Railways at Janthar Mantar, Around 500 SMs from attended. During the inaugural address Com. BASUDEB ACHARIA lambasted the 6th CPC and their non application of mind regard to the vitality of the cadres. He explained in details about the importance of SMs and Loco Pilots in the system of Railways and assured the best to replace the ASMs in PB2. He categorically assured to take up the issue to the Prime Minister as well to the MR. Com. T.K.RANGARANAJAN Hon’ble MP greeted the gathering and assured his best and he recalled the role of AISMA in the recent Election for the Trade Unions and once again Thanked AISMA for the recognition of DREU in Southern Railway. He assured to all possible means in achieving PB 2 for SMs. Com.Seetharam Yachori and Com.Raghu Veer Singh Koshe MP/Kota visited the Pandal and expressed their solidarity  for the DEMO  and to the specific problems of SMs.

At 14.00 Hrs a team headed by the Central President was taken to the Railway Board to meet CRB. Due to the sudden illness of CRB the team could not meet CRB, however a memorandum was handed over to his Secretary. On returning to the DEMO pandal, President and myself explained about the outcome as well their week’s sojourn in NDLS and the developments regard to our demands and the position.

After taking stock of the situation of the formation of the 2 anomalies committee to look into the variance as well the Grievances and since the anomalies referred by this Association is under the careful consideration before these committees, the President and me  with the consultation of the CEC, DEFERRED the indefinite HUNGER STRIKE and called for an Emergency CEC Meeting at 19.00 Hrs of date to discuss the future course of action. 

The Emergency CEC Meeting commenced at 19.00 hrs. Since there is no proper quorum house could not decide for any sturdy programmes. Comrades of Southern Railway expressed their displeasure over the decision of the President in  deferring the Indefinite Hunger Fast. However the following decisions were arrived at 

  • Postcard Campaign to  the Chairman Railway Board, Member-Staff and Member-Traffic to be sent on or before 19.03.09.
  • Letter to all COMs by the General Secretaries on 05.03.09 and apprise him in person  for the justified recommendation to Advisor Safety regarding upliftment of the cadre,
  • All Divisional Secretaries to send Fax to the Chairman and Convener of the 2 committees on 12.03.09
  • All GS/DS to apprise the MPs in  their jurisdiction and send Memorandum to CRB thro the MPs on or before 19.03.09
  • ‘Propaganda-50’ a  popularization period to be observed from 19.03.09 to 09.05.09.During this period Demonstrations/Gate Meetings to be conducted focusing the local issues and this period is to be utilized for Membership drive.
The next CEC meet at BBS / ECoR  held on 28/06/2009 along with the first  GB of ECoR. The compliments  goes to Com.B.N.Tripathy and his effective teammates.

The house has decided the following:
  1. The Central Office bears to Tour over the adjacent Zones/Divisions and apprise the Cadre  and the newly elected Member of Parliament.
  2. Post Card to Hon’ble Minister of Railway by the spouses of STATION MASTERS on or before 13th August 09.
  3. All the General Secretaries/ Divisional Secretaries to sent Memorandum to MR thro their jurisdiction MPs between 1st August to 30th August 2009.
  4. To commence a INDEFENITE  HUNGER SATHYAGRAHA by the  Central President, Secretary General and others infront of official residence of Chairman- Railway Board at NDLS from 02nd October 2009   (Date subject to Parliament  session in force)
  5. Com.N.C.BORA  Dy.SS/Aujuri /NFR (098542 32222) is co-opted as Central Vice President for the vacant slot  of NFR.
  6. Com R.Balasubramanain SM/VM/S.Rly is co-opted as Central Office Secretary 
  7. Com.R.N.CHATURBEDI G.S/WCR who was declared   as “MAN OF THE CEC” and  honored in the variety programme organized by  ZEC/ECoR
