How to calculate Cadre Strength?
- by Com. B.N. Choudhary, GS/ECR (Cell: 094302 82817)
Our Cadre is spread over in five tiers. They are Supervisors, working posts, Rest Giving (RG) posts, Leave Reserve (LR) posts and Trainee Reserve (TR) posts. But there are some well established guidelines for calculating the total cadre strength of a Division. They are given below:
1. Supervisors shall not be included while calculating RG pool.
2. RG posts shall be at the ratio of 1:6 in ‘J’ type roster and 1:5 in other types of rosters.
3. LR posts must be calculated at the rate of 25% on the combined strength of Supervisors, Working posts and RG posts. They shall be utilized exclusively for granting leave.
4. TR posts must be at least 5% of the total strength of the Cadre spread over in five tiers. They are to be utilized for relief for RC, PME, Safety Camps and Special Courses like Customer Care, Disaster Management, DAR Enquiry courses, Inspection courses and Computer Awareness course etc.
Each Divisional Committee must have the data of sanctioned strength, what is actually available, total vacancy, total ex-cadre posts and total SNPs who are actually part of the vacancy. These details can be had from TI/HQ or the Personnel branch Clerk or OS who is dealing with the Staff matters of SMs. If this is not possible, we can write to the Public Information Officer (PIO) of the Division concerned through a Right to Information (RTI) application by paying `10.00 at any station.
