REPORT OF THE SECRETARY GENERAL

SUBMITTED IN THE CENTRAL EXECUTIVE COMMITTEE MEETING

                                                                                                              HELD AT BBS ON 28/06/2009.

Respected President, My Dear CEC Team Members and Brothern Station Masters,

Much awaited Parliament Elections fulfilled the formation of 15th stable Parliament.  Com. Ms.Mamta Banerjee, sworn in as Cabinet Minister for Railways on 22nd May 2009  with the note   "I would like to bring out the humane face of the Railways". Com.E. Ahammed (IUML) and Com. K.H. Muniappa are the Ministers of State in the Ministry of Railways. This executive has however extended a warm welcome and assured to execute her plans as well her desire to bring out the humane face of the Railways, earnestly from the floor level for writing the success story for our Indian Railways and  as well sought the audience to explain the position and problems of SMs

This report covers the period from 25/01/2009 to 27/06/2009. Taking into consideration of the General Election, the Emergency CECM neld on  19.02.09 decided to hold the next CEC meeting after the formation of the Governance. Hence this delay between the  2 CEC Meetings.

During this period one Emergency CEC Meeting was held at NDLS on 19/02/2009.

The Central Executive Committee of this Association which met at DURG on 25/01/09 has decided –

The central team camped in Delhi from 13.020.09 to 20.02.09 for this purpose and  meet  the RB Officials, Prominent Parliamentarians etc. However, a special mention and Thanks need to Com. BASUDEB ACHARIA, Hon’ble Member of Parliament, a renowned Trade Unionist and Chairman-Standing Committee/Railways, for his tireless efforts.

As per the above decisions, the DEMO was inaugurated by Com. BASUDEB ACHARIA, Hon’ble Member of Parliament, a renowned Trade Unionist and Chairman-Standing Committee/Railways at 11.00 hrs at Janthar Mantar, NDLS, Around 500 SMs from all corners of the sub continent attended.. During the inaugural address Com. BASUDEB ACHARIA lambasted the 6th CPC and their non application of mind regard to the vitality of the cadres. He explained in details about the importance of SMs and Loco Pilots in the system of Railways and assured the best to replace the ASMs in PB2. He categorically assured to take up the issue to the Prime Minister as well to the MR. Com. T.K.RANGARANAJAN Hon’ble MP greeted the gathering and assured his best and he recalled the role of AISMA in the recent Election for the Trade Unions and once again Thanked AISMA for the recognition of DREU in Southern Railway. He assured his all possible means in achieving PB 2 for SMs. Com.Seetharam Yachori and Com.Raghu Veer Singh Koshe MP/Kota visited the Pandal and expressed their solidarity  for the DEMO  and to the specific problems of SMs.

At 14.00 Hrs a team headed by the Central President Com.P.K.DAS was taken to the Railway Board to meet CRB. Due to the sudden ill health of CRB the team could not meet CRB, however a memorandum was handed over to his Secretary.

On returning to the DEMO pandal, President and Secretary General explained about the outcome as well their week’s sojourn in NDLS and the developments regard to our demands and the position.

After taking stock of the situation of the formation of the 2 committee (viz: Prioritize  and Anomalies committee) to look into the variance as well the Grievances and since the anomalies referred by this Association is under the careful consideration before these committees, the President with the consultation of the Secretary General, DEFERRED the indefinite HUNGER STRIKE and called for an Emergency CEC Meeting at 19.00 Hrs of date to discuss the future course of action. After the DHARNA the Emergency CEC meeting convened and commenced at 19.00 Hrs of 19/02/09 at NDLS.

The following series of action programmes were chalked out in the ECEC meeting:

                                                         
The CEC has also unanimously decided to launch a Direct action i.e ‘Stopping of Wheels’ if things are not rolling in our favour in this intervening period and  the cadre will get a red alert in the next CECM, ie today.

I requested all GSs to give compliance report as well particulars in their respective report about:

a)    No. of Post Cards sent Division wise.
b)    No. of FAX sent to Chairman and Convener of the 2 committees on 12.03.09 by DSs.
c)    No. of MPs appraised in their jurisdiction and submitted Memorandum to CRB thro the MPs on or before   19.03.09.
d)    Brief report about ‘Propaganda-50’ observed from 19.03.09 to 09.05.09.
e)    Membership enrolled for the year 2009.
f)    Membership enrolled for the year 2008 with Membership List.

COMMUNICATION SENT:

•    PROCEEDINGS OF THE CEC MEETING HELD AT DURG ON 25.01.09.
•    PROCEEDINGS OF THE DEMO HELD AT NDLS ON 19.02.09.
•    PROCEEDINGS OF THE EMERGENCY CEC MEETING HELD AT NDLS ON 19.02.09.
•    Secretary General Letter to All CEC Members, General Secretaries and Divisional Secretaries  24/10/2008, 30.10.2008 and on 01/05/2009.
•    Due to technical difficulties this issue of AISMA SAMACHAR could not be printed. However, we have  sent a 4 page communication both in Hindi and English in the month of June 2009.

OTHER MATTERS:

1.    The Railways have formed 2 committees to look into the anomalies of the 6th CPC and due our consistent pressure created by the Association as well the force created by the MPs in the floor of Parliament and before the Railway Board, the Railway authorities also in various levels taken note of the anomalies and working it out and we have very much convinced the RB officials regarding the anomalies.

2.    A two members team was formed  ie Com RAJA RAJESWARAN SM/MDU/SR his mail id svgasrly@yahoo.com  Mob No: +91 99948 44541 and Com D.N.Tripathy Dy.SS/KUR/E.Co.R  mail id dntripathy@rediffmail.com    +91 94371 87134 will be  shouldering the task of updating our website www.aisma.in. To facilitate the fast SMS service they sought the members  mobile Numbers registered  with SMS or call to  09443425975 (COS) or 09437187134 (D.N.Tripathy)

3.    Comrades of TVC Dvn of SR camped at NDLS from 9th Feb to 15th Feb 09 and took efforts in taking up the issue thro the MPs. This Executive personally thanking their efforts and seeking their best thro the MOSR.

4.    As decided the Patna CBGM,  Com. R.BALASUBRAMANIAN SM/VM and Ex GS/SR as my COS, the ZBGM  of SR held at MDU on 04/04/09 accepted and nominated him to the Central team as CENTRAL OFFICE SECRETARY.

5.    Myself with Com R.K.Unnikrishnan Ex GS/SR tried our best to meet Member-Traffic at Kodaikanal Hill Station/MDU/SR (where all COMs meeting held) on  24th  & 25th April but due to his busy schedule we could not able to meet him, however we succeeded  on the next day i.e on 26th April 09, we  met MT at MAS and had a detail discussion with him on our demands and assured the Grade pay of Rs.4600 and 15% Gazetted status.

6.    From 19/05/09 to 21/05/09 SG & COS are camped at NDLS and met EDTT(M), Adviser(Safety), EDPCII, ED(T), Director(Estt)(T) and MT. The meeting was very useful and MT & EDTT(M) has assured to do their level best in regard to pay scales, to improve the service conditions of SMs and to vacate the victimisation specially the MYS division Break-in service.

7.    For NWR and NFR Zones, the representatives for CEC have be co-opted.

Running Allowance Case:  The case is currently pending with High Court of Delhi. Vide-WP(C) No.14064/2006. The next hearing is posted to 17.09.2009.

ComplimentFrom this CEC its proposed to  declare one of the Central Team Member as ‘Man of the CEC’,who excels in all spheres and activities of this Association during preceding quarterin the CEC Meeting. This is to encourage the other team mates of the CEC. The man who carried out all the directions of CEC and as well keep posting all the information viz  compliance report etc., He not only mind his Zone and he as well cared  the adjacent Divisions of WCR also. He is regular in reporting to the CP and SG regarding the latest happening. He is  Com.R.N.CHATURBEDI GS/WCR , who is declared to be the ‘Man of the CEC’.

Communication: Communication is one of the basic functions in any organization and its importance can hardly be overemphasized. It is a process of transmitting information, ideas, thoughts, opinions and plans between Members and Office bearers of an Association. The general problem with communication ……………. is the illusion that it has been accomplished. In spite the fact the modern gadget have come in with high speed and clear system, the reality is that we could not reach the common cadre. Hence, an alternative system with cost effective may please be suggested for effective communication.

Comrades!  There is a old saying ”You do not get what you desire; you only get you deserve”; Let our new saying be ‘Through our consistent Direction, Self-motivated effort, we will ensure that we deserve the best and only the very best  for the cadre of STATION MASTERS/ MANAGERS’

The task rather agenda before us to be carried out immediately without delay is

  1. Vacation of Victimization

  2. Setting aside the Pay Commission Anomalies and getting SMs due share &

  3. Posting of Additional SMs  and we will decide in this meeting to achieve the above demands by any strongest means.

 
Dear Comrades, Even the effortlessness is achieved only through effort. If you are not as intelligent as others, we cannot help it; it is God’s mistake. If you are not emotionally stable, we will accept it; it is a parenting mistake. However, if you don’t put in more effort than others, we will never be able to excuse, because it will be your mistake. You were not born to follow. You were born to lead. Remember, you were the leading sperm. Even as a sperm, you were not a follower. Live up to your inheritance. Take up the holistic lead; look up without submitting yourself.
