Dear Comrades,
Coming to the divisional working, most of our time was consumed in formation of branch bodiesat DPJ & HUP. Shortly other branch bodies will also be formed. The DEC had taken care that the SBC NI working was completed as smoothly as possible.
AISMA/SBC which considers the CAREER PROGRESSION as its top priority is pleased to inform that 14 ASMs have been promoted due to our continuous representations.Likewise 15 SMs have been promoted to GP Rs.4600/- from GP Rs.4200/-SM 4200.Though this is much to the delight of the category as new year good news,the DEC still has some reservation since the correct and actual numberof vacancies have not been calculated appropriately. The DEC will meet Sr.DPO&Sr.DOM shortlyand hope to expedite the process with least delay possible. The long pending MACP is yet to see the light of the day only in the case of SMs. DPO-Roster for DPJ section has been issued by Sr.DPO office. The demand for continuous roster pertaining to other stations is still pending with the authorities with no appreciable progress.
Under these circumstances it is felt by the DEC that only direct action will bring a change in the minds of present administrators. Members are requested to gear up for short notice trade union options. All branches are requested to conduct special meeting and keep the members ready in this regard.TheBranch Meeting of MYS section was held at MAD on 24-12-2009. Twenty Nine SMs from the section attended apart from DEC members. All the stations were represented except KGI & BID. The main problem in this section is: cleanliness of station premises and track from outer to outer with a verymeager impressed cash.
The representations from the stations in the Section go as under:
SM/NHY expressed- thrusting of UTS on SMs without adequate planning as created more work load and unable to clear last minute rush; SM/PANP- expressed SM-1 post is vacant, should be filled up early; SM/BDRL- complained that often LRSMs are moved out of section and relief is not arranged for short leave for section SMs andthey are under compulsions to report sick; SM/Y wanted PM to be posted in night duty also; SM/MYA pointed out that an important station like MYA is not provided with alternate power supply whereas during MOSR inspection generator was supplied; the Generator went dead the very next day is a different story;the tower light is not sufficient in the yard; Auto Announcer to be provided; SM/HNK – Tri Color torch not working and to be replaced; Rest Room for SM required;both PMAN post to be filled by gents as the present two women PM are not able to attend point failure immediately; SM/MAD – an important station SM-4600 grade post should have been posted immediately as only 4200 GP SMs are managing the important station; a senior SM should be posted. Cleanliness impressed cash is insufficient; SM/SET- Rest Room to be provided since no Quarters; At present all SMs are in 2800 grade pay;SM/CPT- Power cut a big problem, generator to be supplied;Though Commercial Impressed is given, feels difficulty in procuring spares locally;Safaiwala to be posted; Frequent stones in slip siding to be tackled by suitable measuresby GRP;SM/RMGM- wanted walkie – talkie for PM going for point cleaning;Cleanliness is big head ache to SM as they have continuous flow of train;SM/HJL- HRA & CCA on par with SBC to be considered;SM/KGI – ‘UP Home Signal SPT’ is in a very inconvenient location and the LPs are unable to reach it;SM/NYH -wanted gates to be done away with by going for RUB / ROB.
From the above discussions it has come to light that Station cleanliness cannot be handles by SMs as the SMs are not assigned or rostered as Supervisory. It should be immediately delegated to Health Department as HAS BEEN DONE IN THE CASE OF SBC duly calling for Divisional level tenders for all the stations in the Division. If SBC can be out sourced in this regard the same yard stick may be applied for other stations also. The DEC requests DRM to take note of this burning issue seriously and issue suitable orders to Heal Department to take care of the cleanliness of stations.
DEC requests Sr.DCM to supply spare parts like ribbon for UTS from divisional level through section CMI since it is not possible for way side station to procure or to depute staff to SBC.The next AISMA meeting will be at NDV of TK section on 29-12-2009 Tuesday.Comrades from SBC will travel by 581 pass.The dates of KPN and PKD meeting will be announced shortly.
